Institute for Human Resources & Services, Inc. The IHRS is a non-profit organization that has been in operation since 1975. As such, the Institute is licensed to pursue an adoption to finalization.

The Institute for Human Resources and Services, Inc., has existed since 1975, serving people with intellectual disabilities.The Institute serves approximately 78 clients and operates 23 Community Living Arrangements (“CLA”) and one Community Residential Rehabilitation home (“CRR”) in Luzerne County.Our program specialists and administrative staff possess years of experience in meeting the needs of

our clients in comfortable residential-type settings. It is our ultimate goal to continue to meet the needs of those individuals entrusted to our care.Each CLA and CRR has a full complement of staff specifically tailored to meet the individual needs of each client.In 1995, the Institute received an adoption license and has since affiliated itself with the StateWide Adoption Network (“SWAN”) program. The Institute also assists individuals in becoming certified foster parents through our foster care program. The Institute also offers emergency placement and emergency respite services and operates a licensed foster care/adoptions and family services agency that services Luzerne, Lackawanna, and Monroe counties. The Institute has a proven record of providing quality care to individuals with intellectual disabilities. We are hopeful that we may continue to provide these services to the community for years to come.

During National Foster Care Month, we honor the strength of the children and teens in foster care, the families who open their homes and hearts, and the professionals and community members who stand beside them every day. This month, we invite all Pennsylvanians to help ensure that every young person in our Commonwealth can build lifelong connections, experience unconditional support, and know they have a safe, nurturing place to call home.

There are so many meaningful ways to make a difference, becoming a foster parent, mentoring a young person, offering support to foster families, or simply spreading awareness. Every act of care helps create the stability and love that children and teens need to thrive.

Office of the Governor of Pennsylvania Josh Shapiro issued a proclamation, recognizing April as Autism Acceptance Month!

In the proclamation, Gov. Shapiro said, “…Autism affects 1 in 31 children, including 400,000 individuals in Pennsylvania with an estimated 73,000 children and adults receiving autism services in Pennsylvania…”

“The aim for Autism Acceptance Month is to recognize the diverse nature and abilities of people with autism and to encourage support through family, friends, professionals, and community…”
