Attention!! I have been made aware of a Facebook post wherein the author had questions or even stated a worry that they were being targeted or could be because of the content of their posts.
I understand that election years can often be tense and those that are in support of one candidate or another may exchange words that could be taken as threats. However, neither I nor anyone on my team will tolerate that behavior. Everyone must understand that we all have a right to free speech…even if that means it makes one uncomfortable or upset.
Another point I would like to make is that at no time will local Law Enforcement be “targeting” citizens over a Facebook post, unless it is violating state law. Neither Sheriff Vance, nor his command staff, myself as a Sgt included, sanction such behavior.
If you or anyone you know has been threatened by another citizen or a Law Enforcement Officer, please report it so that the matter can be dealt with accordingly.

I would like to take a moment to discuss “the elephant in the room.”
It’s no secret that there has been animosity between current county leadership and the Sheriff’s Office. Being a Sgt., I’ve had a window into what that looks like from a law enforcement officer’s (and supervisory position) perspective. While I don’t pretend to know or understand all the details, I can tell you that it’s had a negative impact. It is my hope that if elected as your Sheriff, we, as county leaders, can work together to repair any damage so that we can grow stronger as a county and work for our citizens instead of against each other.
Being born and raised here, this is my home and you are all my neighbors. Regardless of any disagreements we have had, hardships that we have overcome, or if we haven’t even been introduced, I will always do what’s best. I will work with you, not against you and I would ask the same in return. We must respect the position each of us holds and recall what it is to communicate. With that said, please understand that I will have the Sheriff’s Office staff at the forefront of my decisions. They are the ones out there “where the rubber meets the pavement” and they deserve to be considered. They are no less important than the citizens of this amazing county.
Strong leadership builds confidence in the ranks, as well as the members of a community. When we work together to see to the needs of the community, when we respect each other as we navigate the needs of the community, we can become cohesive.
Come November 3rd, 2026, if you share in my vision of a cohesive unit amongst our county leaders, fill in the circle and write TROY SCHAEFER for Seward County Sheriff.

Good afternoon! After taking time to reflect on the new direction of my campaign for Seward County Sheriff, after my oversight resulted in my name being removed from the Primary ballot, I’m ready to hit the ground running. The only difference now is that this is a marathon, not a sprint.

I and those in my campaign are galvanized and ready to reach out and have open conversations with Seward County residents. This summer is going to be a busy one and I’m excited to keep the momentum going!

I would also like to take this opportunity to thank everyone who has supported me and continues to do so. You have helped to keep me energized and motivated. I appreciate those of you that have reached out to others to spread the word about my convictions and the direction I want to go and what’s best for Seward County.

I’ve been a full-time Law Enforcement Officer for just over ten years. During that time, whether I’m in or out of uniform, the decisions I’ve made have had impact. I’ve strived to make sure that the impact is a positive one. If elected as the Seward County Sheriff, I will still have the same expectation of myself and my decisions, for myself and for those who would serve under me.

In short, I’ve got a lot of work to do! It’s an uphill battle and I’ve got my walking shoes on, ready to revisit some old friends and hopefully, make some new ones. There is a little over seven months until the general election, and I’ve got that much time to inform citizens of my vision as Sheriff, but I also have that much time to remind all of you to fill in the circle and write TROY SCHAEFER on that line for Seward County Sheriff.

Today, it was brought to my attention that some people from around the county are blaming the County Clerk's Office for my being taken off the primary ballot. As I said in my last post, this was my mistake. That being said, the buck stops here. The county clerk was extremely polite and compassionate during this phone call. If everyone could hear her voice as I did, you would understand she had no choice but to make this call. Please, if anyone has any questions about this, get in touch with me. I won’t lie, today was a hard lesson and an eye opener on how politics work. As I’ve told many of you, I’m a Law Enforcement Officer first and foremost, not a politician. I can also tell you that this is a lesson I won’t soon forget. This should serve as a reminder to those that knew what was happening that I don’t forget easily.

Make no mistake, I am still running for Seward County Sheriff, to dispel any confusion. However, the road just got longer. Earlier today, I was informed by the Clerk of Seward County that I had neglected to fill out a Financial Disclosure form, which was due to be filed with the Accountability and Disclosure Commission by March 1st. They do have a grace period which unfortunately ended on March 9th. I apologize deeply for this oversight as this has now resulted in my name being removed from the ballot for the primary election on May 12th.

I would like to be clear, this was a mistake that I made and I own it 100%. I blame no one. This is a “bump in the road” that in no way has knocked me off course. I just have to try harder because even though you won’t see my name in print on the ballot come May 12th, you will have the opportunity to write Troy Schaefer on the line that will be provided for “write in” candidates in November.

I am still in this because I believe in my campaign and what I’ve told myself, my family and you, my supporters. Everything I’ve campaigned on remains true to this day. I’ve put my heart and soul into this so far and I will see it through.

With that being said, I again want to apologize. Specifically, to those at the Seward County Sheriff’s Office and all my supporters. In the following months, I look forward to seeing more of you. Although I’ve cancelled the meet and greet that I planned to have in Staplehurst this coming weekend, I do plan to reschedule it and add more as time goes on. I don’t think you could blame me for taking a minute to figure out what this means for my campaign moving forward. I will continue to actively campaign, only now I have the added opportunity to come see those I have not yet been able to.

I will work hard and come November, I implore all of you who support me and believe in what I have to offer not only you but everyone in Seward County, to write TROY SCHAEFER on that line as a write-in for Seward County Sheriff.

I thank everyone for your support, and I pray you continue to do so.

During my time campaigning in the county, there have been common topics of discussion I have had the pleasure of having. I would like to talk about what some of those discussions have been.
Number of Deputies on I-80: There are only 2 active full-time deputies assigned to criminal interdiction. There are 10 deputies assigned to road patrol (handling most of the calls for service). Road Patrol is split up between 6 that are assigned to night shifts and 4 that are assigned to day shifts.
Response Times: Response time data is tracked monthly, and I can tell you that our emergency response times are averaging under 10 minutes and our non-emergency response times are around 17 minutes. Keep in mind, we have anywhere from 3 to 2 road deputies patrolling and oftentimes they are not in the general area of the emergency. They are also typically involved in an active call for service. If need be, they will breakaway to handle/assist in any reported emergency.
Duty Priorities: As Patrol Deputies, their first duty is to patrol the highways, county roads and villages within the county. Once a deputy is assigned to respond to a call, that takes priority over patrolling. Depending on the substance of the call, the deputy also prioritizes the call for service if there is more than one (which there typically are). It goes without saying that any emergency call will take top priority.
School Resource Officers: What Sheriff Vance implemented was Community Policing. A large portion of that is dedicated to our local schools. All patrol deputies share this duty. One big reason is that we are a small agency and having a dedicated SRO isn’t feasible. The other reason is that all the kids, while they may not know the deputies names, they have seen all the road patrol deputies at some point and know that each one is approachable and will assist them or just have conversations with them because all of them are seen in and around the school during school days and sporting events. To me, it’s vital that all the deputies fill the role of a School Resource Officer as part of being a Seward County Deputy.
Adding onto the SRO conversation, I will add that we have 2 certified D.A.R.E. Officers. While one heads up the D.A.R.E. program, the other actively instructs our 5th graders in the 3 schools within the county (Seward Police Department has their own D.A.R.E. Officers). We have also recently been requested to assist Milford with their D.A.R.E. Program. Both D.A.R.E. Officers have cultivated positive relationships with school staff and students and are recognized even outside of the schools they teach at.
I continue to visit Seward County citizens and will no doubt continue to talk about these topics. Each is important and deserves attention. I will continue to post about the discussions had and the concerns brought up.
