TED: AN OPPORTUNITY TO WALK THE TALK ... AND BTW GET ELECTED
SENATOR Ted Cruz has an opportunity to propel himself as a doer rather than a talker by doing something RIGHT NOW. By leading in Congress, instead of doing anything else, he can show us how he can lead the nation ... or not.
Instead of making one more speech on the campaign trail, how about Senator Ted Cruz demonstrating that he can work with and help lead Congress to enact and pass a robust Congress reform act that addresses OUR longstanding broken legislative and fiscal processes and rules. In addition, there may be a need to launch an effort to repeal, modify, or add Constitutional Amendments.
There are a lot of ideas out there, and I'm not sure which ones would stick, but here are some of them (and I'm not saying I support all of these):
1. Require balance budgets. At a certain point towards the end of the fiscal process, legislators and their staff do not get paid until they pass 1) a balanced budget; and 2) in-budget spending bills. They are fined if they are late. We probably need an amendment for this, but in the meantime, let's pass a law.
2. Use the tax code only for revenue.
3. Ditch revenue-neutral tax reforms and instead actually reduce revenues and size of government.
4. Have regular robust audits of each agency and department to justify each government organization and function and to ensure they are being properly run.
5. Have term Limits. 12 years only, one of the possible options below.
A. Two Six-year Senate terms
B. Six Two-year House terms
C. One Six-year Senate term and three Two-Year House terms
6. No tenure/no pension. A Congressman collects a salary while in office and receives no pay when they are out of office.
7. Congress (past, present & future) participates in Social Security.
All funds in the Congressional retirement fund move to the Social Security system immediately. All future funds flow into the Social Security system, and Congress participates with the American people.
8. Congress can purchase their own retirement plan, just as all Americans do.
9. Congress will no longer vote themselves a pay raise. Congressional pay will rise by the lower of CPI or 3%.
10. Congress loses their current health care system and participates in the same health care system as the American people.
11. Congress must equally abide by all laws they impose on the American people.
12. All contracts with past and present Congressmen are void effective 1/1/17. The American people did not make this contract with Congressmen. Congressmen made all these contracts for themselves.
13. Abolish the filibuster practice and limiting debate on any bill to 30 hours.
14. Establishing specific periods in the legislative calendar when committees undertake oversight.
15. Adopt a congressional workweek that allows members to spend more time in Washington, D.C., for example, a five-day workweek for three weeks, with one week off for work in their home states/districts.
16. Move Congress to a location near the center of the country. Technology obviates the requirement of the other two branches to be co-located.
17. Repeal the Seventeenth Amendment and return to state legislatures the function of electing the U.S. Senate. This would force Congress to be more accountable to the states and, therefore, we the people. It would force Washington to work closer with the states.
18. No more riders and earmarks that are not germane to the bill.
19. Bills must be posted on the appropriate Congressional websites a week before they are voted on so the people can read them.
20. All spending bills must be filtered through a waste, fraud, and abuse committee before they are presented for a vote before Congress. The committee has the authority to strip items from the bill.
