✅ Everyone in Texas is Mandated to Report Reasonable Concerns. No matter what you do for work. No matter who or what, we are ALL mandated by law to Report.

As a former State Child Abuse Investigator I. Priority 1 and child fatality cases, I investigated cases where people, usually family members or neighbors saw Concerning Bruises and Did Not Report and the Children died within 24 hours.

✅ If you don't know what some examples of reasonable concerns are for abuse and neglect, Report nonetheless and contact me and I can provide training to you and your organization.

✅ New Reporting laws (I DID NOT write that law) does not allow for Anonymous Reporting to DFPS/CPS any longer, so my recommendation to the public is if you are unwilling to leave your name, then call Law Enforcement and ask for a Welfare Check on the Child.

✅ Protection and Awareness thereof, of children should and must firstly occur at home.

✅ Substance Abuse and Blunt Force usually committed by the male partner/Paramore are top 2 contributors.

✅ 85% of the child fatality cases involved domestic violence.

However, people can make big changes and it's amazing to witness. 🙏🏼🤘🏼🙌🏼

According to the FY 2025 Child Maltreatment Fatalities and Near Fatalities Annual Report released by DFPS (published February 2026), the data for

Bexar County and the state shows a heavy concentration in two specific areas.

The number one and two leading contributors for child death cases in the most recent reporting cycle are:

1. Substance Use.
This is the primary contributor cited in the 2025 report. It often involves a caregiver's "impaired judgment and reduced capacity" due to opioid or stimulant use, which leads to a failure to protect the child from hazards.

2. Blunt Force Trauma to a child under one year old often occurs when a child is left with a partner or caregiver who is not the biological parent.

Key Data Points for Bexar County (2024-2025)

Bexar County bucked the statewide trend, seeing its confirmed fatality numbers jump significantly.

Co-occurrence: The report emphasizes that in nearly 85% of these cases, substance abuse and domestic violence were co-occurring factors that "contributed to the environment" where the fatality occurred.

Age Vulnerability: Over 44% of the fatalities reviewed in the 2025 report were children under the age of one, making infancy the highest-risk period for both of these contributing factors.

Note: The 2025 report also notes that while "Unsafe Sleep" remains a massive category for investigations, many of those cases are now classified as "Accidental" rather than "Maltreatment" unless there is proof of active substance impairment at the time of the incident, which shifted some of the statistical labeling between 2024 and 2025.

Other Major Contributing Factors:

Unsafe Sleep Environments:

A significant portion of neglect-related deaths are tied to "sleep-related fatalities," often involving bed-sharing or infants placed in unsafe positions while caregivers were under the influence or otherwise impaired.

Drowning: Preventable water-related incidents where supervision failed are consistently noted in the FY2025 trends for the region.

My sincerest condolences to the entire Barrera family. What an incredible life and legacy crested by Mr. Barrera Sr.
I had the honor and pleasure of meeting him. His son, Roy Jr., played a meaningful role in the start of CPS Case Consultation Services, encouraging me many years ago, something I will always appreciate.
While working cases with the Barrera Law Firm, I had the opportunity to meet and visit with Mr. Barrera Sr., who, at 90 years old, was still practicing law. That alone speaks volumes about his dedication and love for the work.
They are truly a remarkable family, and his legacy clearly lives on through his children and grandchildren.

In 2025, I helped to draft this legislation creating the Advisory Committee on CPS Investigations and the CPI Investigative Training Standards I also wrote in 2023 sponsored by State Senator Borris Miles.

This was a Significant undertaking as I have no staff and completed this work at the request of Senator Louis Kolkhorst’s office who sponsored it in the Senate with a companion bill sponsored by House Representative Noble.

The original draft supported a nonpartisan committee member appointment structure. However, amendments were later made. As I understand it, the Lieutenant Governor sought to serve as vice chair, and the department requested greater influence over committee appointments.

It remains my hope that the advisory committee fulfills its intended purpose and strengthens investigative integrity and due process within the child welfare system.

For the first time ever, the State of Texas will have an advisory committee overseeing Child Protective Services investigations and training thanks to a new state law that passed during the latest legislative session.

As a former Child Abuse Investigator, I know exactly what to look for in these cases. I have also written state laws that establish investigative standards and protect due process for families.

Abuse absolutely exists, however it does not occur at the statewide rates some would have you believe. Be careful about drinking the Kool-Aid.

In some cases, it is not abuse — it is a failure of informed, precise questioning that can make or breaks the outcome.

These parents were concerned about their newborn and did what any reasonable, responsible parent would do — they went to the emergency room. That is when their nightmare began.
After they retained me, I met with the department’s forensic medical doctor. What initially appeared to be bruising was ultimately determined to be normal vascular development in a newborn. 🫶🏽 👶🏼
