Everyone in Texas is Mandated to Report Reasonable Concerns. No matter what you do for work. No matter who or what, we are ALL mandated by law to Report.
As a former State Child Abuse Investigator I. Priority 1 and child fatality cases, I investigated cases where people, usually family members or neighbors saw Concerning Bruises and Did Not Report and the Children died within 24 hours.

New Reporting laws (I DID NOT write that law) does not allow for Anonymous Reporting to DFPS/CPS any longer, so my recommendation to the public is if you are unwilling to leave your name, then call Law Enforcement and ask for a Welfare Check on the Child.

According to the FY 2025 Child Maltreatment Fatalities and Near Fatalities Annual Report released by DFPS (published February 2026), the data for
Bexar County and the state shows a heavy concentration in two specific areas.
The number one and two leading contributors for child death cases in the most recent reporting cycle are:
1. Substance Use.
This is the primary contributor cited in the 2025 report. It often involves a caregiver's "impaired judgment and reduced capacity" due to opioid or stimulant use, which leads to a failure to protect the child from hazards.
2. Blunt Force Trauma to a child under one year old often occurs when a child is left with a partner or caregiver who is not the biological parent.
Key Data Points for Bexar County (2024-2025)
Bexar County bucked the statewide trend, seeing its confirmed fatality numbers jump significantly.

Age Vulnerability: Over 44% of the fatalities were children under the age of one.
Note: The 2025 report also notes that while "Unsafe Sleep" remains a massive category for investigations.
