ESSENTIAL DUTIES AND RESPONSIBILITIES
City Records & Records Management
• Maintain official City records, including minutes, ordinances, resolutions, contracts, agreements, and related documents.
• Organize, index, file, archive, and dispose of records in accordance with Idaho law, retention schedules, and City policy.
• Conduct periodic records reviews and ensure documents are properly executed, preserved, and accessible.

City Council & Meeting Administration
• Prepare and distribute City Council agendas and supporting materials.
• Coordinate agenda items with the Mayor, department heads, and Council members.
• Attend and provide administrative support for City Council, Planning & Zoning, and other assigned meetings.
• Prepare and maintain official meeting minutes and records of Council actions.
• Ensure meeting rooms, materials, and required notices are prepared as needed.

Public Records & Customer Service
• Serve as a primary contact for citizens seeking City information, services, and records.
• Receive, track, and respond to public records requests in accordance with Idaho law.
• Coordinate the collection and review of responsive records with City departments.
• Assist the public with City procedures, forms, applications, and services.

Permits, Licenses & Applications
• Process and issue City permits, licenses, and applications.
• Process beer, wine, liquor, catering, and other applicable license applications.
• Review applications for completeness and compliance with City requirements.
• Maintain related records and correspondence.

Accounts Payable & Receivable
• Review invoices for proper approval and supporting documentation.
• Assist with accounts payable, accounts receivable, and related financial recordkeeping.

Payroll & Timekeeping
• Process monthly payroll and verify employee time records.
• Maintain payroll information and supporting documentation.
• Submit required wage and contribution information to PERSI and Empower 401(k).
• Assist employees with payroll-related questions.

Human Resources & Employee Administration
• Administer and assist with City personnel policies and procedures.
• Maintain confidential personnel and employee records.
• Administer employee benefit programs, including medical, dental, vision, and other applicable benefits.
• Assist employees with benefit enrollment, changes, and questions.
• Perform assigned risk management and other HR-related duties.
Cemetery Administration
• Assist the public with cemetery plot purchases and related questions.
• Maintain cemetery ownership, plot, burial, and transaction records.
• Schedule burials and prepare cemetery deeds and related documentation.

Grants & Project Administration
• Maintain grant applications, agreements, correspondence, reports, and supporting documentation.
• Assist with required reporting, closeout, and compliance activities.

Public Notices & Communications
• Prepare and publish legally required notices for meetings, public hearings, bids, and other City matters.
• Coordinate newspaper and other required publications and postings.
• Maintain proof of publication and notice records.

Elections
• Coordinate with county election officials regarding City elections.
• Receive and process candidate filings, petitions, and required election documents.
• Maintain election records in accordance with applicable requirements.

Contracts & Administrative Review
• Maintain records of City contracts, agreements, and related documents.
• Track expiration, renewal, and review dates.
• Conduct annual reviews of active agreements and notify appropriate officials of upcoming action.
• Maintain organized records of executed contracts and supporting documentation.

REQUIRED QUALIFICATIONS
• High school diploma or equivalent.
• Experience in office administration, municipal government, finance, human resources, records management, or a related field, preferred.
• Strong organizational, communication, and time-management skills.
• High level of accuracy and attention to detail.
• Ability to maintain confidential information and exercise sound judgment.
• Ability to work independently, prioritize competing deadlines, and manage multiple responsibilities.
• Proficiency with Microsoft Office, including Word and Excel.
• Ability to learn and effectively use City financial, payroll, records, and other software systems.
• Ability to work professionally with elected officials, employees, contractors, agencies, and the public.

KNOWLEDGE, SKILLS & ABILITIES
• Knowledge of office administration, records management, and general municipal operations.
• Ability to interpret and apply policies, procedures, laws, and regulations.
• Strong written, verbal, interpersonal, and customer service skills.
• Excellent organizational and recordkeeping abilities.
• Ability to manage multiple projects, deadlines, and priorities.
• Ability to research issues, identify solutions, and follow through.
• Strong computer, data-entry, and document-management skills.

**The City Pool will be opening at 3:00pm today!**

🚨 City Pool Update 🚨

The City Pool is currently closed while we work to bring the chemical levels back into the proper range. Staff are actively monitoring and adjusting the water, and we’re hopeful the pool will reopen around 2:00–3:00 PM today.

We’ll continue to monitor the situation and post updates here on Facebook as soon as we have more information.
