➡️Engaged California is expanding statewide.

Governor Newsom announced the next topic of conversation: the Impacts of AI on work.

This first-in-the-nation digital democracy effort wants ALL Californians to share how they feel about AI.

As AI creates new opportunities, it also raises questions about jobs, equity, and the future of work. Engaged California is helping create a space for thoughtful dialogue to inform how California responds.

“Every stage of this work went through a round of human-led QA. This process helped us understand how to use new AI tools better. It also helped garner trust in the results. And informed how we build out a framework for future analyses like this.”
-Summer Mothwood

Engaged California is a program led by the Office of Data and Innovation (ODI). It listens at scale and uses emerging technology to turn public input into data.

In our latest blog, Summer Mothwood, ODI’s Principal Analytics Engineer, takes a deeper dive into our most recent Engaged California conversation with the State workforce. She explains how our team analyzed their feedback using AI, grounded in human oversight.

We’re also taking this moment to recognize women in STEM, who contribute to complex, data-driven work in government.

State agencies and departments are better equipped to improve services when they can learn from one another.

This is a key part of the Office of Data and Innovation’s (ODI) mission. Through training and collaborations, we use data and human-centered design to improve services for all Californians.

In our latest blog, Principal Data Scientist Monica Bobra and Principal Analytics Engineer Summer Mothwood share how ODI’s CalData team launched the Data Science Community of practice to help break down silos across State government and share best practices.

“We are public servants and in my opinion should work together to fulfill the needs of the public, which means we need to create a culture that enables each employee to be encouraged, to bring their talents, skills and experience to the table.”
-Engaged California for State Employees participant

State employees are Californians who are subject matter experts in their field.

Engaged California created an opportunity for them to share ideas on how to make a more efficient, effective, and engaged government.

They spoke. We listened.
Over 10-weeks, more than 1,400 California state employees shared over 2,600 ideas on how to make our government more efficient.

Their unique perspectives will help inform leaders how our government can best serve its residents.

“Trauma does not just go away when a home is rebuilt. Lives are upended, students are unable to attend school…some families may not be able to return. So many bits and pieces of us are left behind. Ensuring access to quality mental health supports is important for everyone.” -Engaged California participant

They spoke, and Engaged California listened.

As part of the action plan built by people impacted by the LA Wildfires, a new $2.2 million grant has been announced to support mental health needs of survivors.

The Office of Data and Innovation (ODI) launched Engaged California, a first-in-the-nation deliberative democracy platform designed to listen at scale to hear from those impacted by the fire.

One year ago, the Los Angeles area was struck by wildfires in both Pacific Palisades and Altadena.

The State asked Angelenos affected by the Palisades and Eaton fires to share what mattered most to rebuild their communities.

For six months, participants came together through Engaged California, a first-in-the-nation deliberative democracy platform.

💙They spoke. We listened.

They helped create an action plan to rebuild. These priorities can help inform state and local governments as they continue recovery and building efforts.

💡“By listening at scale, synthesizing collaboratively, and validating with partners, we created not just an action plan for LA wildfire recovery, but a replicable model for a more inclusive and effective public sector.”

-Jarrett Krumrei, Office of Data and Innovation (ODI) Lead Product Manager

In a recent Reboot Democracy blog, hosted by InnovateUS, ODI Lead Product Manager Jarrett Krumrei explained how Engaged California was used to turn community-driven research into LA wildfire recovery at scale.

The engagement combined:

➡️A broad, multichannel outreach, including social media, email, radio, community partners, and in-person events
➡️A digital platform built for large-scale participation and deliberation
➡️Unique data visualization and real-time feedback so participants could see how perspectives evolved
➡️An AI-assisted analysis paired with human review to ensure accuracy and trust

We want to thank Beth Simone Noveck and GovLab for amplifying Engaged California.

🗣️ “Engaged California enables policymakers and administrators to listen at scale to average citizens outside of election cycles and respond, and it is a platform for Californians from all walks of life to interact with each other to find common ground.”

Engaged California was highlighted in the Berggruen Institute’s Noema Magazine as a breakthrough approach to a more responsive, community-driven governing ecosystem.

The Office of Data and Innovation (ODI) created a tool, powered by AI, to visually display data points of consensus from participant comments. Through this process, ODI discovered the top priorities for rebuilding that mattered most to LA wildfire survivors.

🎙️"Engaged California demonstrates how we can use AI to facilitate rather than fracture—turning raw input into actionable, co-created policy.” -Audrey Tang, first digital minister of Taiwan, global expert and Engaged California advisor

Engaged California, designed and led by the Office of Data and Innovation (ODI), was featured in a commentary piece from the Carnegie Endowment for International Peace.

Carnegie highlights Engaged California as a leading example of how government can build engagement that is timely, civil, and backed by solid data and analysis, especially in times of crisis.

💙We’re thankful for a strong partnership with Carnegie Endowment for International Peace and for elevating the importance of meaningful public engagement.
