Assessor Simmons was recently invited to speak at the Verde NRCD – Small Producers Workshop. He presented information regarding a wide range of agricultural classification topics important to Verde Valley Small Producers. Ranching, farming and other types of agricultural commodity production were covered. The Assessor discussed qualification requirements and the potential tax benefits of the statutory program. The event included many other speakers discussing topics like local regulation, producer support systems and various grant opportunities.

Yavapai County Assessor Judd W. Simmons mailed just over 170,000 Notices of Value on February 13th, 2026, for the tax year 2027. These values have an effective valuation date of January 1st, 2026, and will be used to calculate 2027 tax bills.

The 2027 Notice of Value is the county’s official declaration of Full Cash Value and Limited Property Value assessments. The Full Cash Value is synonymous with market value, and the Limited Property Value is calculated based on Arizona law. The Limited Property Value will be used to calculate the 2027 property tax bills. By state statute, this notice must be mailed before March 1st of the year prior to the tax year. The notice includes values for both 2026 and 2027, which allows all property owners to easily recognize any increase or decrease in assessed value from the previous year.

The median Full Cash Value of single-family residences has increased from the 2026 Notice to the 2027 Notice by approximately 2%. This increase reflects market changes throughout Yavapai County. Sales that occurred in 2024 and 2025 were used to value property for the 2027 tax year based on Arizona Department of Revenue guidelines.

All property owners should review the Full Cash Value and Legal Class of their property. If you believe your 2027 Full Cash Value or Legal Class is incorrect, you may consider filing a Petition for Review. Information on the appeal process is contained within the Notice of Value.

Recently, Assessor Simmons spoke to a group of Veterans in Chino Valley, providing valuable information and education about the county’s personal exemption programs designed to assist with property tax relief. Recent legislation now allows Veterans with a 100% disability rating to qualify for a full property tax exemption. Other available exemptions include those for Veterans with less than 100% disability, non-service-connected disabilities, disabilities not related to military service, and widows and widowers. All these programs have specific qualification criteria, including income limitations. Please contact our office for more information or to see if you qualify for any of these exemptions.

The Yavapai County Assessor’s Office offers Personal Exemption programs which may provide property tax relief. Applications for the 2026 Tax Year are due by February 28th.

Widow/Widower/Totally Disabled: For qualified applicants meeting all requirements, including income and value limitations, the exemption is applied to real property. In the event there is an exemption balance remaining it will be applied to any unaffixed manufactured homes, and/or vehicle registrations.

Veteran Disability 1% to 99% Service-Connected Disability or 1% to 100% Nonservice-Connected Disability: For qualified applicants meeting all requirements, including income limitations, the exemption is applied to real property. In the event there is an exemption balance remaining it will be applied to any unaffixed manufactured homes, and/or vehicle registrations. (The Veteran exemption amount is applied based on the percentage of disability, stated on VA award letter and percentage of ownership). Applicants must have been honorably discharged to qualify.

Veteran 100% Service-Connected Disability: Fully exempts property owned by a qualified veteran from taxation, income limitations apply. Applicants must have been honorably discharged to qualify. Surviving Spouse continuing the Veteran’s 100% Service-Connected Disability Exemption: The surviving spouse of a qualified veteran, currently receiving the Veteran 100% Service-Connected Personal Exemption, may continue receiving this benefit provided they remain in the home as their Primary Residence, and they do not remarry.

Please note the Veteran 100% Service-Connected Disability is a full exemption, but all other exemptions are based on value and will only exempt the allowable amount set by the state annually. All exemptions are applied to the Assessed Limited Property Value (LPV), which is the taxable portion of the property value.

Income Requirements: The total household income from all individuals residing in the home must not exceed the statutory limit. Please note, the total household income does not include Social Security benefits, military pensions, or veterans’ disability payments. Please contact our office for the 2026 Tax Year limits.
