Know the difference! As electric micro-mobility options grow, the distinction between e-bikes and e-motos matters for safety and the law.

E-Bikes:
–Have functional pedals.
–Have an assist motor that shuts off once you hit a certain speed.
–Are the safest and most recommended option for minors operating in Overland Park.

Electric Motorcycles, or E-Motos, Dirt Bikes and Motorcycles:
–Have no functioning pedals and can reach higher speeds.
–Have no more than three wheels touching the ground.
–Have a seat or saddle for the operator.
–Are high-performance machines, not toys.

We have heard from the community about more unlicensed children operating e-motos in traffic and on sidewalks. Without formal motorcycle training, young riders are at high risk of collisions with cars or pedestrians.

Parents, if you purchase an electric motorcycle for your child, be sure it meets Kansas law and Overland Park Municipal Code. Your rider needs insurance, safety equipment and a drivers license. E-motos are motorcycles. Operating one without a license, insurance, proper equipment or on a sidewalk can lead to citations, fines and impoundment of the vehicle. It is against the law for anyone without a driver's license to operate a motorcycle or an e-moto.

The City of Overland Park, Kansas Government Solid Waste Study is still underway, and we’re looking forward to sharing the results with you in the coming weeks. Once we receive the findings, it will be the first step in reviewing our options—though it doesn’t mean a specific plan must be decided right away. The report will be posted on the city’s website before the presentation, so I encourage you to take a look and join us for the review.

Also, a quick note about costs: with your current "open-market" trash service, you might be paying anywhere from 30.1% to 137.7% more—that’s over double—compared to residents living in HOAs or nearby cities (see the chart below). Even seniors with discounts from some haulers are still paying quite a bit more than what’s typical in our HOAs and peer communities.

"Katie Killen with Habitat for Humanity Kansas City presented written testimony saying corporate landlords own almost 80% of multi-family units in the Kansas City area, with over half of them being out-of-town owners.

“Too many times in the last year have Kansas communities faced corporate landlord properties that reach such abysmal conditions that Kansas families are given little notice of vacating the premises as the properties are condemned,” she wrote.

She added that similar situations have arisen at the Timberlee apartments in Topeka and Emery Gardens in Wichita.

Johnson County Housing Coordinator Megan Foreman testified in person with a written supplement. She noted that condemnations like the one at Aspen Place come at a financial cost to the community.

The county health department spent 250 staff hours, amounting to about $10,000, to operate a resource center for residents.

That was the “tip of the iceberg,” she said."

Hundreds of residents at the Aspen Place complex were displaced last May. A new bill aims to give tenants a pathway to seek redress from neglectful landlords.
