On June 9th I addressed the Community Redevelopment Agency about an opportunity to reduce next year’s pressure on the general fund.
Florida Statute 163.380 authorizes municipalities to sell, lease, or donate real property to a CRA for redevelopment, and requires such transactions to serve the public interest; because a CRA is an independent legal entity, purchases of city-owned property should reflect fair value and follow statutory procedures.
I proposed the CRA consider purchasing the property at 56 N. Beach St (inside the downtown CRA boundary), currently used as a parking lot since the city removed the former Historical Ormond Beach Union Church in 2021. Transferring this lot to the CRA could shift roughly $1.2 million into the general fund from the CRA and help reduce the tax burden on residents next fiscal year.
I asked the Commission and CRA board (they are one in the same) to review 56 N. Beach St for potential transfer to the CRA consistent with statutory requirements and fair-market valuation, and to provide legal citations about any county-approval requirement so the public can understand the constraints and options.
