HB 3151, authored by Rep. Rob Hall (R-Tulsa) passed off the House floor this week. The legislation increases the minimum number of instructional days for schools operating under a school-hours calendar and ties the change to an additional $175 million in state funding to the State Department of Education over FY27 and FY28.

“Increasing the minimum number of instructional days is a much-needed step toward improving educational outcomes in our state,” Hall said. “Spreading instructional time over more days will help keep students engaged throughout the school day and make the time our educators spend with them more effective.”

This bill now moves to the Senate for further consideration, where it is being authored by Senate President Pro Tem Lonnie Paxton (R-Tuttle).

Rep. Rob Hall, R-Tulsa, and Sen. Micheal Bergstrom, R-Adair, have filed legislation to address Oklahoma's reading crisis.

Hall introduced the Oklahoma Reading Excellence through Accountability, Development, and Standards (READS) Act in House Bill 2944, while Bergstrom filed mirror legislation, Senate Bill 1271.

The measures introduce early intervention for K-3rd students who have a reading deficiency, reimplement the policy of retaining third graders who do not read on grade level and assign literacy coaches to districts with low reading scores.

The Oklahoma House Criminal Judiciary Committee has passed legislation by Rep. Rob Hall (R-Tulsa) to prohibit unauthorized public camping within 500 feet of a school property.

Rep. Hall worked with Tulsa County Sheriff Vic Regalado to craft the legislation in response to various recent incidents involving homeless encampments near schools. Hall said HB 2150 is necessary to provide a healthy and safe environment for school children and staff.

The measure will now advance to the Oklahoma House Judiciary and Public Safety Oversight Committee. I’m proud to be a coauthor on HB 1151 by Representative Banning to align school board elections with the general election calendar. This will save school districts millions of dollars per year and allow that money to be redirected back into the classroom. It will also increase voter turnout for school board elections, which will help ensure those elections accurately reflect the will of the constituents in every local school community.

Rep. Chris Banning has again filed legislation to move school board elections to the same cycle as House and Senate elections. Read more: https://www.okhouse.gov/posts/news-20250114_1
