During Black History Month, we proudly honor Officer Heron K. Holt Jr., a dedicated public servant since 2009.
He currently serves as a Video Teleconferencing Unit Officer, ensuring the secure supervision of inmates during video court proceedings and facilitating Central Judicial Processing with precision and professionalism. His reliability and courage reflect a deep sense of responsibility and pride in his work.
With advanced training, two Police Academies, and a degree in Computer Network Administration & Applied Science, Officer Holt goes above and beyond — not only protecting our facility, but training the next generation of officers as he has obtained numerous Instructor certifications as well.
Beyond the badge, he uplifts the community as DJ Ex of Party Crasherz Entertainment, bringing people together through music.
Rooted in proud Jamaican heritage, his journey reflects resilience and purpose — echoing the words of Marcus Garvey:

A highly decorated Army Combat Veteran, Investigator Schronda Williams began her tenure at Essex County Department of Corrections over a decade ago as an officer in custody. She believes that working pods on a moving shift is an essential first step in becoming a strong and eventually consummate officer. Investigator Williams was fortunate enough to be one of the original three officers to work in the Department’s Criminal Intelligence Bureau, where tireless work was wielded to improve safety and security in the facility through the implementation of unconventional tactics. Currently assigned to the Internal Affairs Bureau, Investigator Williams continuously works to ensure integrity, accountability, compliance and professionalism within the Essex County Department of Corrections. ❤️🖤💚

Sergeant Robert Bogan III is a safety-focused Correctional Sergeant with over 21 years of service with Essex County Corrections. He currently serves as Classification Unit Supervisor, overseeing daily operations, inmate classification, and institutional safety. Previously assigned to the Special Housing Unit, he supervised high-risk inmates using sound judgment and strong verbal de-escalation skills. Sgt. Bogan also serves as the facility’s Chaplain Liaison.

He holds a B.S. in Education from Morris College and a Master’s Degree in Theology from Fordham University, with additional training in Internal Affairs Investigations at Stockton State University. His professional training includes two police academies, Crisis Intervention Team certification, and multiple tactical and first responder qualifications. His honors include Supervisor of the Year (2023), the Meritorious Service Award, and the Exceptional Duty Award. ❤️🖤💚

Starting strong 💪 with our leading lady, Deputy Director Regina Marrow🌹.
She began her career with the Union County Department of Corrections in 1994 and brings over 30 years of experience in the field. Throughout her career, she held numerous administrative and leadership roles, including Investigator, Video Court Coordinator, Instructor at the John H. Stamler Academy, and Reentry Program Coordinator, where she developed successful reintegration initiatives.

Regina earned a Bachelor’s degree in Sociology with a minor in Criminal Justice and a Master’s degree in Public Administration from Kean University. She retired from Union County in March 2020 as Assistant Director and continues her commitment to public service as our Deputy Director where she is recognized for her mentorship, leadership, and dedication to advancing correctional systems. ❤️🖤💚
