I’m Stewart “ManyLightnings” Eastman. I am running for Constable Justice Court Ward 10 to fight litter and blight and to serve the Courts as an active and proactive constable.
St Tammany Parish has authorised the 14 constables of its Justice Courts to enforce its anti-littering laws throughout the parish. To do so effectively requires finding and investigating litter hot spots and issuing citations for the Parish litter court and other courts. Because this is not a traditional duty of constables, someone who cares about the issue is needed. Litter is not just unsightly, it damages the environment and poisons the land and water. As a lifelong environmentalist who also has five years experience enforcing ordinances for the Health Department in New Orleans, I am well prepared to perform this task.
Last November, St Tammany Parish also authorised the constables to enforce nuisance abatement ordinances, often referred to as blight. To add this new duty requires an active and flexible candidate. This was also a major part of my duties with New Orleans.
The traditional duties of a constable consist mainly of serving papers for the Justices of the Peace, and maintaining order in their courts. My education in paralegal studies and my years of active duty service in the Navy will serve me well in performing these duties.
Ward 10 is a beautiful area; but, it is marred by litter. The rest of St Tammany also needs stepped up enforcement of litter and nuisance ordinances if it is to look its best and preserve its health.
So I ask you to support my campaign to become a Ward 10 Constable, to fight litter and serve the courts in a fresh, thoughtful, and active manner.
