Without a healthy environment, all other causes are moot. Part of protecting the environment is preventing litter, especially plastics and cigarette butts. In St Tammany Parish the Constables of the Justice Courts are charged with enforcing the anti-litter laws. I am running for the office of Constable in Ward 10 because I wish to help fight litter. I have work experience in jobs very similar to the other duties of the Constables as well.

Thanks to the 811 people who voted for me. It was not enough, although it appears it was very close to being a run-off It's hard to estimate how many people voted as everyone could cast 2, 1, or 0 votes. I'd guess about 30% of the voters voted for a Green candidate, which is a lot higher than usual.

I’m Stewart “ManyLightnings” Eastman. I am running for Constable Justice Court Ward 10 to fight litter and blight and to serve the Courts as an active and proactive constable.

St Tammany Parish has authorised the 14 constables of its Justice Courts to enforce its anti-littering laws throughout the parish. To do so effectively requires finding and investigating litter hot spots and issuing citations for the Parish litter court and other courts. Because this is not a traditional duty of constables, someone who cares about the issue is needed. Litter is not just unsightly, it damages the environment and poisons the land and water. As a lifelong environmentalist who also has five years experience enforcing ordinances for the Health Department in New Orleans, I am well prepared to perform this task.

Last November, St Tammany Parish also authorised the constables to enforce nuisance abatement ordinances, often referred to as blight. To add this new duty requires an active and flexible candidate. This was also a major part of my duties with New Orleans.

The traditional duties of a constable consist mainly of serving papers for the Justices of the Peace, and maintaining order in their courts. My education in paralegal studies and my years of active duty service in the Navy will serve me well in performing these duties.

Ward 10 is a beautiful area; but, it is marred by litter. The rest of St Tammany also needs stepped up enforcement of litter and nuisance ordinances if it is to look its best and preserve its health.

So I ask you to support my campaign to become a Ward 10 Constable, to fight litter and serve the courts in a fresh, thoughtful, and active manner.

Why the fuss about litter? Litter is bad for the environment, and Louisiana has a lot of litter. For years Louisiana has been ranked among the worst states for litter. You have probably seen signs warning against littering, sometimes warning about high fines for doing so. We have less signs and more litter than most states; but, you do see some. But who enforces the laws against littering? The state police and the sheriffs’ deputies are too busy dealing with major crimes to do much. It turns out that in Louisiana the main law officers tasked with fighting litter have long been the Fishery and Wildlife Law Enforcement Agents. But there are only 200 of them for the state, and they also have obvious other duties that are their primary concern. So, some years ago St Tammany Parish decided that its 14 Constables of the Justice Wards were to be authorised to investigate and cite cases of littering, and that the Justices of the Peace were to handle the court aspects. The Parish mainly uses one central Litter Court at Koop Drive, and the project is headed by Constable Rick Moore of Ward 3. My campaign is largely based upon the premise that new, more enthusiastic, more active, anti-litter constables are needed in the Parish to fight littering and its resultant pollution.

If you see this car drive up, it's just me out campaigning door to door, as best I can. There won't be any noise, except for beeping when I back up. And no emissions at all! It's an all electric Nissan Leaf. It's charging back up again for another day. Constables here use their own cars to perform their duties, so if I am elected there will be just a bit less noise and pollution on the roads. I was out today in part of the Covington portion of the Ward. Beautiful countryside and homes; but, way too much litter!
