Water Discoloration Update

Many residents have recently contacted me regarding discolored water appearing brown in some areas of our city. I wanted to share an update based on information provided by City staff.

The issue is not being caused by a problem with our drinking water system. Instead, the City is currently receiving unusually poor-quality raw water from the Lower Neches Valley Authority (LNVA) due to ongoing maintenance at one of their pump stations. This maintenance is expected to continue through November.

According to our Water Treatment staff, the natural color level of the incoming water has recently been much higher than normal, making it significantly more difficult to treat. While the treatment plant is still producing water that meets all required state standards, the elevated color in the source water can sometimes result in discoloration being seen by customers.

Many residents have asked why the City cannot simply flush the entire water system. At this time, staff advises that a full system flush would require the water plant to operate at maximum production levels, which is not feasible while dealing with the current raw water quality challenges. Crews are flushing portions of the system where possible and are continuing to monitor conditions closely.

Most importantly, City staff reports that the water system remains in compliance with Texas Commission on Environmental Quality (TCEQ) requirements, and all bacteriological samples submitted thus far have passed.

I understand the concerns many residents have expressed, as I have personally experienced the discoloration at my own home as well. I appreciate the efforts of our Water Treatment personnel, who are working through a situation that staff says is unlike anything they have encountered before.

I will continue to share updates as additional information becomes available.

I have been advised that Public Works personnel are being dispatched to investigate a void that has developed in the outside lane beneath 27th Street between Avenue H and FM 365, near the Apostolic Church.

The Public Works Director has already responded to the location and coordinated with police personnel. A more comprehensive assessment will be conducted by Streets Department staff to determine the extent of the issue and any necessary repairs.

I had the opportunity this week to observe crews working in Ward 2 as they continue the citywide LED street light conversion project across Nederland.

This initiative will upgrade a total of 714 non-LED street lights across our community. As part of the project, 140 aging mercury v***r fixtures are being replaced at no cost to the City, while 574 existing street lights are being converted to LED technology by Entergy.

These upgrades will provide improved nighttime visibility, enhanced public safety, lower maintenance costs, and greater efficiency for years to come.

Looking ahead, once this conversion is complete, I intend to advocate for a citywide street lighting assessment to identify areas where additional lighting may be needed to address gaps in coverage.

While Nederland currently has approximately 980 street lights, it is clear that several areas throughout the city remain underserved and could benefit from additional lighting to improve safety and visibility.

Drainage improvement work is currently underway at various locations throughout Nederland. The photos below highlight ditch maintenance taking place in Ward 2.

I would like to extend my appreciation to our Public Works crews for their continued efforts to improve drainage infrastructure, maintain ditch flow, and help move stormwater efficiently from our neighborhoods into the DD7 drainage system.

During my campaign for City Council, I frequently discussed the need for a comprehensive and proactive approach to ditch, culvert, and drainage maintenance. As we prepare for the upcoming fiscal year budget, and to follow through with my call to action, I have requested consideration for establishing the City’s first dedicated full time drainage maintenance crew.

My vision for this team is to focus year-round on ditch regrading, culvert cleaning, catch basin maintenance, and other drainage-related improvements throughout the city. By taking a most proactive approach, we can better protect neighborhoods, improve stormwater conveyance, and address maintenance needs before they become larger issues.

Nederland Infrastructure Project Updates - May 2026:

I want to provide an update on several ongoing infrastructure projects and planning initiatives. I have aimed to keep these updates concise while still providing meaningful information.

• NEDERLAND WATER PLANT CLARIFIER #1

Progress continues toward final completion of the clarifier project.

Sludge pit valves are now on site, and the contractor is prepared to proceed with installation. Once installation is successfully completed, the clarifier will be filled and tested as part of the final commissioning process.

The contractor is to correct the previously identified minor sag in the aerial bridge.

Next steps include the substantial completion site visit by Westwood and the electrical subconsultant, development of the punch list, and receipt of final closeout documentation from the contractor. At this time, there are no schedule changes reported.

• NEDERLAND SEWER LINE REHABILITATION PLANNING (WESTERN 20% OF THE CITY)

Phase 1 (area) video review continues to show very few blockages. Phase 1 design remains pending completion of the final hydraulic study, which will determine whether any system upsizing is necessary.

Phase 2 (area) review remains underway, with additional video inspections continuing. Some lines are inaccessible due to debris or access issues, and city staff coordination is occurring to secure access where needed.

• NEDERLAND SANITARY SEWER SYSTEM STUDY (80% OF CITY SEWER SYSTEM)

Significant progress has been made on the city sanitary sewer system study which will be used for future rehabilitation planning. (This is separate from the western 20% rehab project above this one.)

Smoke testing and manhole inspections have been completed. Flow monitoring remains underway and is scheduled for completion later this month. Real-time monitoring data, including recent wet weather events, is now being used to evaluate system performance.

The hydraulic model of the City’s collection system has been built and calibrated by SPI for dry weather conditions, with wet weather flow analysis now in progress.

• NEDERLAND WASTEWATER LIFT STATIONS - REHABILITATION PLANNING

Progress continues on rehabilitation planning for the Canal Avenue and Nederland Avenue wastewater lift stations.

System curve calculations and preliminary valve and force main layouts are underway, with coordination occurring to incorporate flow and service area data into pump design.

The 30% design milestone has shifted slightly but is not expected to impact the overall schedule.

• NEDERLAND WASTEWATER TREATMENT PLANT (WWTP) - FACILITY ASSESSMENT

The facility-wide condition assessment remains underway.

The project team continues evaluating existing wastewater treatment infrastructure and developing preliminary rehabilitation recommendations.

An electrical subconsultant field review remains pending, with a preliminary recommendations meeting expected with the City in mid to late May.

This assessment will help establish a long-term roadmap for wastewater plant rehabilitation and capital improvements.

• NEDERLAND WASTEWATER TREATMENT PLANT (WWTP) - CENTRIFUGE REPLACEMENT PLANNING

Planning continues for the centrifuge replacement.

Coordination remains underway with electrical and structural consultants, as well as equipment vendors, to confirm centrifuge sizing, polymer equipment requirements, and system layout recommendations.

Preliminary plan development has begun using existing as-built and survey data.

A meeting is expected later this month to review recommendations and continue moving toward equipment procurement this summer pending city budgeting.

• ALLEN MEADOWS DRAINAGE IMPROVEMENT

Progress continues on planning for Allen Meadows drainage improvements aimed at reducing major flooding near the Avenue N and 17th Street cul-de-sac.

During the past month, topographic surveying was completed, design analysis for both existing and proposed 100-year storm event conditions was completed, and coordination continued with Entergy, TxDOT, Drainage District No. 7, and pipeline stakeholders.

Proposed easement planning for the storm sewer alignment is also underway.

Next steps include final easement preparation, continued permitting coordination, and preparation of plans for City review.

• SHELLY DRIVE DRAINAGE IMPROVEMENT PROJECT

Planning is underway for drainage improvements for Shelly Drive.

Surveying has been completed, the 75% preliminary plan set has been finalized, and preliminary easement descriptions are expected this May.

The next phase will involve coordination with adjacent property owners regarding easement needs so final design work can proceed.

This project is intended to improve drainage capacity and reduce localized flooding concerns in the area.

• HARDY AVENUE DRAINAGE IMPROVEMENT PROJECT

Engineering/planning work continues on the Hardy Avenue drainage improvement project, which is focused on strengthening drainage infrastructure and enhancing long term stormwater management in the area.

Boundary reconstruction work is currently underway to establish preliminary easement locations. Once easement alignment is finalized through coordination with the affected property owner, the engineering team anticipates completing the 95% preliminary plan set for review by the City and Drainage District No. 7.

• NEDERLAND STREET & SIDEWALK REPAIRS

Planning work is underway for targeted street, concrete, and sidewalk spot repairs across multiple areas of the city as part of the 2026 effort.

The HMAC (asphalt) roadway rehabilitation project includes planned mill, base repair, and overlay work on:

2,200 linear feet of Avenue G (S. 27th to S. 33rd)

1,923 linear feet of South 35th (Nederland Avenue to Hardy Avenue)

1,700 linear feet of Avenue E (Highway 69 to Hardy Avenue

2,625 linear feet of Holmes Road (Viterbo to Beauxart Garden Rd)

For a combined total of approximately 8,448 linear feet of HMAC (asphalt) roadway improvements.

The concrete pavement repair program includes targeted panel and curb replacements along portions of:

North 27th (Nederland Avenue to Helena)

South 27th (Avenue H to Highway 365)

Hardy Avenue (Nederland Avenue to Avenue A)

Replacement of the Recreation Center driveway entrance.

For sidewalk improvements, City staff have already identified and marked candidate spot repair locations for this year, and are now incorporating those locations into final plans. This year’s focus is on targeted spot repairs for significant defects. As part of future planning, the city is also evaluating expanded sidewalk improvements in 2027, including longer continuous sidewalk replacements, improved connectivity between existing segments, and installation of additional ADA-compliant ramps where needed to enhance accessibility across the community.

NEW INFRASTRUCTURE PROJECTS AS OF MAY 18th, 2026:

• NEDERLAND WATER PLANT FILTER REPLACEMENT PROJECT

A new water infrastructure project is in planning phase for the replacement of critical filter equipment at the Nederland Water Plant.

This project includes replacement of internal components across all five existing water plant filters, including piping, valves, filter media, underdrain systems, backwash piping modifications, control upgrades, chemical piping improvements, protective coatings, and associated electrical work.

Engineering design, surveying, permitting, and bid preparation services are now underway. The project will also incorporate construction staging planning to help maintain plant operations during the improvement process.

This project represents a significant investment in long term water system reliability and treatment performance.

• NEDERLAND WATER PLANT CLARIFIER #2 REHABILITATION

With the Clarifier #1 rehabilitation project nearing completion, planning is now underway for the rehabilitation of Clarifier #2 at the Nederland Water Plant.

This project includes rehabilitation and replacement of critical clarifier components, including the influent flocculation well, drive and motor systems, agitator, rake arms, piping modifications, protective coatings, metal repairs, and full electrical upgrades.

Additional operational improvements are also planned, including modifications to access walkways and installation of new flow isolation features to improve long term maintenance access and operational flexibility.

This project continues the City’s phased investment in modernizing critical water treatment infrastructure.

• NEDERLAND WATER PLANT CHEMICAL FEED STATION IMPROVEMENTS

A new project is also in planning phase to modernize the chemical feed infrastructure at the Nederland Water Plant.

Planned improvements include demolition and replacement of existing chemical metering pump skids, chemical bulk tanks, associated piping, and installation of upgraded duplex chemical metering systems, day tanks, and supporting electrical improvements.

These upgrades are intended to improve system reliability, operational efficiency, and long term performance of the City’s water treatment operations.

Conclusion:
Both these existing and new infrastructure projects represent a major investment and approach to the core infrastructure that supports our community.

I'm proud to see our Nederland Police Department actively working alongside local, state, and federal law enforcement partners in coordinated efforts focused on regional violent crime, illegal narcotics, stolen fi****ms, and violent offenders. This new initiative is known as the Southeast Texas Violent Crime Task Force.

Criminal activity does not stop at city boundaries, which is why collaboration between agencies is important. When departments work together, share information, and coordinate enforcement efforts, our communities are safer.

Thank you to the men and women of the Nederland Police Department and all partner agencies for the work being done each day to protect our region.

Today marks one year since I was sworn in to serve the citizens of Nederland as your Ward 2 City Council Member.

Over the past year, I have remained focused on one thing: delivering results to move our city forward.

Together, we have taken important steps to strengthen transparency, improve infrastructure, and support both our residents and employees. Some of those highlights include:

• Facilitating the city’s first ever forensic audit
• Creating a citizen comments section on the council agenda
• Moving council meetings from 4:30 PM 5:30 PM to increase public participation
• Live streaming and archiving council meeting videos online for greater transparency
• Publishing full agenda attachments online for public access
• Working towards the largest sewer system rehabilitation in city history
• Currently undergoing the largest citywide LED street light conversion project in the city’s history
• Supporting the effort to make our police department the second accredited law enforcement agency in Southeast Texas
• Implementation of Nederland Police Department’s new K9 unit
• A record number of various infrastructure projects in planning/engineering phase to begin once completed
• Covering cost increases in employee health and dental insurance premiums
• Council’s hiring of key leadership positions including a new City Manager, Police Chief, and City Attorney

This past year has not been without challenges, but I remain fully committed to positioning Nederland for long term success. That remains my focus.

I am grateful for the trust you have placed in me to serve. I do not take it lightly.

I am prepared to attend our upcoming fiscal year budget workshop with many initiatives that would continue to move the city in a positive direction if adopted.

I look forward to continuing this work and building a stronger future for our community.

Important Water System Update for Nederland Water Customers:

You may notice a slight change in your water this month, and I want to take a moment to explain why.

Starting May 4 through May 31, the City of Nederland will temporarily switch the water disinfectant from chloramine to free chlorine as part of routine system maintenance. This is a proactive, industry standard practice that supports federal drinking water requirements established by the U.S. Environmental Protection Agency to ensure water remains properly disinfected throughout the entire system.

This process is used by water systems across Texas and the country to keep water infrastructure operating as it should.

Here is what you need to know:

• Your water remains safe for drinking, cooking, bathing, and everyday use
• You may notice a temporary change in taste or smell
• This is short term and will return to normal once the process is complete

This is part of proactively maintaining the water system, not a response to a known problem.

Many cities have implemented “Safe Exchange Zones” at their police departments, such as this example in the City of Manvel. These are designated, well lit, camera monitored areas where residents can meet for online sales, custody exchanges, or other situations where safety matters and officers are seconds away.

This is a practical idea that I believe could add value to our community, and it is something I am actively looking into.

Nederland Infrastructure Project Updates - April 2026:

I want to provide an update on several ongoing and significant water and wastewater projects that council has facilitated.

These projects are critical to maintaining and improving the reliability of our infrastructure. Work is actively underway across multiple areas of the city, with continued progress being made and additional milestones approaching.

• Nederland Water Plant Clarifier #1

Work is ongoing to address operational items prior to final completion. This includes replacing a valve in the sludge pit that was contributing to leakage during filling and correcting a minor sag in the aerial bridge.

Next steps include substantial completion inspections, punch list development, and receipt of final contractor documentation.

• Nederland Sewer Line Rehabilitation (Western 20% of City Sewer System)

Phase 1 video inspections continue to show minimal blockages. Review of Phase 1 is underway, with design work progressing and hydraulic analysis being coordinated.

Phase 2 inspections are ongoing, with approximately half of the system reviewed. Some lines have been inaccessible or blocked by debris, and coordination is underway to clear access and continue evaluation.

Preliminary observations are helping guide upcoming rehabilitation efforts and identifying areas needing improvement.

• Nederland Wastewater Lift Stations Rehabilitation

Survey updates have been received and design work has begun for both the Canal Avenue and Nederland Avenue lift stations.

The project is progressing through design phases, with construction anticipated to begin late 2026 and estimated completion in 2027.

• Nederland Wastewater Treatment Plant (WWTP) - Facility Assessment

The project team continues evaluating the overall condition of the wastewater treatment plant and developing preliminary rehabilitation recommendations.

An electrical site review is scheduled, with a meeting to review initial findings expected in mid to late April.

• Nederland Wastewater Treatment Plant (WWTP) - Centrifuge Replacement

Preliminary planning and coordination are underway with consultants and equipment vendors to confirm system requirements.

A preliminary site plan is being developed, with potential equipment procurement anticipated this summer (2026).

New Projects - April 2026

• Carriage Estates Water Line Looping Project

This project is focused on improving water system reliability by eliminating dead-end water lines and creating a looped system.

Planned improvements include:

*Connecting Avenue D to Carriage Lane
*Connecting Avenue H to Carriage Lane
*Connecting S. 1 1/2 Street to S. 2nd Street via Avenue E

Additional steps include field verification of line sizes and depths, coordination with pipeline companies in the area, planning insertion valve locations, and development of engineering plans required for submission to TCEQ.

Looping these lines will improve water circulation, reduce stagnation, and strengthen overall system performance in the area.

These projects each represent a major investment in the core infrastructure that supports our community. I will provide next month’s update around this time.
