They can blame it on cold weather all they want but the underlying problem is that many of our water mains are way past their life expectancy and need to be replaced. They're failing all over town. Water and sewer come first.

Here’s a slide from his PowerPoint demonstrating an estimate of an increase of 33% in the average total residential water/sewer bill, if we address just $30 million of the $117 million needed, so about one forth. You do the math for how much the average total residential water/sewer bill will increase when we address all of the $117 million in immediate utility infrastructure needs.

Whether it's increased property taxes or increased water/sewer rates, it all comes out of the same pocketbook. Our City Council should only spend our limited resources on the absolute necessities. The highest priority is clean drinking water and toilets that flush. The bond election items should be postponed, or not done at all.
