REQUEST FOR PROPOSALS: TOWN OF BERLIN Municipal Staffing & Compensation Study

The Town of Berlin, VT is accepting proposals from qualified consultants to perform a comprehensive Staffing and Compensation Study. The project includes wage/benefit analysis and 5-year/10-year staffing level projections for all town departments, including the transition to a municipal fire department.

• RFP Release Date: August 27, 2026
• Proposal Deadline: Thursday September 17, at 4:00 P.M.
• Project Budget: Up to $20,000

The Town of Berlin is holding a public hearing at the Berlin Town Office on September 28, 2026, beginning at 6p.m, to discuss the following proposed Town Charter and Administrative Code Changes:

Article 1: Town Charter Change from Town Administrator to Town Manager
Shall the Berlin Town Charter be hereby amended as follows:
§ 44 Appointed Officers
Section (b) Removal of items (1) “Town Administrator” and (2) “Assistant Town Administrator”
Section (b) Addition of items (1) “Town Manager” and (2) “Assistant Town Manager”


Article 2: Administrative Code Change from Town Administrator to Town Manager
On page 2 Section 3:
Remove Administrator after Town and replace it with Manager.
Add first bullet item to read:
To assume all duties as detailed in VT State Statute Title 24 Chapter 37.
