The Minneapolis Department of Civil Rights administers and enforces the ordinances which preserve and advance the civil and human rights of those in Minneapolis. The mission of the Minneapolis Department of Civil Rights is to enforce Minneapolis Code of Ordinances Title 7 (non-discrimination); Title 9, Chapter 172 (police conduct oversight); Title 16, Chapter 423 (small and underutilized business

programs); Title 2, Chapter 24 (prevailing wage); Title 2, Chapter 40 (sick and safe time and minimum wage); and to promote understanding of civil rights among residents, businesses and government.

Over the past five years, Nico has helped secure back pay and damages for more than 7,500 workers, many facing economic hardship. She also led the division’s first six-figure settlement, highlighting her determination and commitment to justice.

🌟 The City of Minneapolis Civil Rights Department is proud to share our 2025 Annual Report, a powerful reflection of our commitment to equity, justice, and community.
 
This year, we made meaningful progress in protecting civil rights and strengthening trust across Minneapolis:

✅ Completed investigative work on a backlog of 234 police misconduct cases
✅ Expanded civil rights protections to include housing status, justice-impacted status, and height/weight
✅ Recovered over $900,000 for workers and residents across all divisions
✅ Connected with the community through 200+ outreach events
 
From ensuring fair wages and safe workplaces to investigating discrimination and advancing police accountability, our work is rooted in one purpose: serving and protecting the people of Minneapolis.

As Interim Director Kaela McConnon Diarra shares, “Being the people’s investigator is our commitment to you, to listen, act, and enforce protections that uplift everyone in our city.”

🌟 Exciting News from the City of Minneapolis! 🌟

We’re proud to share that the Civil Rights Department’s Office of Police Conduct Review (OPCR) Division was named a finalist at the Legacy of Lakes Award Ceremony and nominated for the Mill City Mastery (Excellence) Award for their outstanding work in 2025! 👏

OPCR provides independent civilian oversight of the Minneapolis Police Department, helping strengthen accountability, transparency, and community trust.

🏆 Recognition Highlight:
OPCR was honored for completed investigative work on significant backlog of historical cases, delivering timely, high-quality investigations despite major challenges. This work helped improve operations and rebuild trust with the community.

🔍 What OPCR Does:
Investigates complaints of police misconduct, including unprofessional behavior, unsafe driving, excessive force, and other actions impacting community trust.

🔦 This week’s Staff Spotlight is on Liban. Liban is a contract compliance officer in Contract Compliance Division.
 
Since joining the Contract Compliance Division in 2024 Liban has brought a strong commitment to fairness, equity, and public service. With prior experience at the Washington State Department of Revenue, Liban now focuses on Small and Underutilized Business Program (SUBP), and prevailing wage enforcement.

Liban’s passion for public service is rooted in a family tradition of government work and a deep interest in economic development.
