NEWS: State Rep. Jeff Hilovsky Not Seeking Reelection

MAY 7. 2026 -- State Rep. Jeff Hilovsky (R-Long Neck, Oak Orchard) announced today that he will not seek reelection this fall.

The two-term legislator said his decision was mainly motivated by his desire to spend more time with his family.

Rep. Hilovsky has represented the 4th District since it was relocated from New Castle County following redistricting in 2022. Situated in central Sussex County, between Georgetown and Rehoboth Beach, the district is one of the fastest-growing regions in Delaware.

A retired optometrist, Rep. Hilovsky's career experience includes co-founding Sussex Eye Center, serving as the medical director and network administrator for Vision Source, and founding and serving as the CEO of Leadership is a Lifestyle.

A 25-year veteran of the U.S. Air Force and Air Force Reserve, Jeff Hilovsky earned the rank of Colonel by the time his service ended in 2007 and retired as the Medical Commander for the 512th Air Wing at Dover Air Force Base. He has been among the General Assembly’s most ardent advocates for former military service personnel, supporting measures to crack down on disreputable “claim shark” operations, improve access to services, and create a new Department of Veterans Affairs led by a Cabinet-level secretary.

In his four years in public office, Rep. Hilovsky has earned a reputation for being extremely active and building cross-party consensus.

He is perhaps best known for his determined pursuit of advancing financial literacy. Signed into law last September, Rep. Hilovsky’s House Substitute 1 for House Bill 203 gained broad bipartisan support. Starting with students entering 9th grade in the upcoming academic year, all Delaware public school students will be required to complete a half-credit financial literacy course as part of their graduation requirements.

Currently pending consideration in the House of Representatives, Rep. Hilovsky’s House Bill 305 seeks to establish a three-year pilot program to reduce and/or reverse the incidence of Type 2 diabetes. The initiative will feature Delaware healthcare professionals using enhanced lab testing at more frequent intervals; using advanced technology to monitor, test, and manage blood sugar in real time; inserting dieticians and diabetic care coordinators into the diabetic care team to augment care in between medical provider visits; and utilizing the Delaware Health Information Network to compare health outcomes of non-enrolled patients to those participating in the pilot. This program was designed by an august panel of nationally known experts with over 230 years of combined medical experience and is designed to finally improve diabetic outcomes and reduce health care costs. The proposal was part of Delaware's successful application for federal funding through the Federal Rural Health Transformation Program.

Additionally, Rep Hilovsky has introduced legislation to bring thoughtful and safe use of AI in our Public School System, a Bill to enhance Purchase of Care for families using day care that will be heard in Committee on Wednesday, May 13 a Short Term (payday) Loan Bill to lower usurious interest rates; an enhanced informed consent infant vaccination legislation; and a revision of the Community Ombudsman Act. He continues to work on the burgeoning Aquaculture Industry in Delaware, the Small Modular Nuclear Reactor Task Force, and the DUI Task Force.

While not returning for the 154th General Assembly, Rep. Hilovsky says he will be fully engaged in continuing to work for his constituents through the end of his term on Election Day.
