I’m recusing myself from voting on the Hollywoodland development project before council, and I want you to hear from me directly the reasons why.
I have family members who own property adjacent to the proposed development. Their property would be directly impacted by the project. As such, I sought the advice of the Ohio Ethics Commission and legal counsel.
Under Ohio law, this situation sets up a very clear conflict. The votes I cast on council must be made objectively, independently, and dispassionately. The ethics laws tell us that even if we, as elected officials, think we can act objectively, the law might see it differently.

I love serving the residents of Middletown. When I took the oath of office to serve as Middletown City Councilman, and pledged to uphold the law, and to faithfully execute my duties. I believe that residents know that my integrity is fundamental to my service on council and in my profession as an attorney. In this case, Ohio law, years of precedent from the Ohio Ethics Commission, and my commitment to serving this community well demand that I recuse myself.
I appreciate the understanding of my fellow members on city council and all Middletown residents.

Street paving update…

Paving Levy Project Update:

Pavement milling will begin Thursday 7/15/21 weather permitting and continue through next week in the area identified as Zone #2 on the attached map.

Below is the general order for pavement milling operations:

1. Highland – Grand to McGee
2. El Paso
3. Mcgee – Alameda to Florence
4. Superior
5. Edgewood
6. Arlington – Sutphin to Edgewood
7. Christel
8. Sherman – Sutphin to Orchard
9. Florence – Grand to Sherman*
10. Orchard – Grand to McGee*
11. Eaton Dr.*
12. Sherman – Orchard to Kensington*
13. Jackson – Grand to north dead-end
14. Sherman – Kensington to Highview*
15. Fulton – Central to Sherman
16. Carmody Pl.
17. Ross – Carmody to Sherman
18. Sherman – Fulton to Highview

This will be followed by applying an intermediate course of asphalt. Then, curb and handicap ramp repairs will be made prior to applying a final surface course of asphalt later this summer.

Street sections with an asterisk* will be cement stabilized after pavement milling and prior to intermediate asphalt course application. This process includes mixing cement in with the existing road base material applying water then compacting.

Streets will be posted for no parking prior milling operation and as work phases progress. Traffic will be maintained to residents except for intermittent driveway blockages while work is performed.
