Tipton County Emergency Communications District has been made aware by 3 major cell phone 📱 providers that a main fiber optic line has been damaged and it is affecting Tipton County and surrounding areas.

Re: "Mad Hatter" Investigation Leads To Discovery of Drug-Manufacturing Lab; Three Arrested

On Friday, August 28th, 2026, Drug Investigators and Detectives with the Sheriff's Office, assisted by the TCSO SWAT Team and Patrol Division, executed a search warrant at a residence in the 1300 block of Walker Field Rd. in Munford.

The search warrant was obtained as part of an ongoing investigation into a suspected multi-state narcotics manufacturing and distribution operation with connections to Louisiana, New York and Tennessee.

During the search, investigators discovered what is believed to be an anabolic-steroid manufacturing laboratory inside the residence. Investigators also located numerous chemicals, compounds and pieces of equipment used to manufacture, package, ship and distribute anabolic-steroids.

Additionally, investigators seized over 11 kilos (22 lbs) of steroid compounds, one pound of psilocybin mushrooms, over 500 illegally manufactured Xanax pills, over 500 pre-loaded vials prepped for distribution, other prescription medications, ma*****na and multiple fi****ms.

Three individuals were arrested during the operation:

** David Adam McNeil, also known as "Mad Hatter", 39, of Munford

• Possession of Schedule 1 Controlled Substance with Intent to Manufacture, Deliver, Sell
• Possession of Schedule III Controlled Substance with Inent to Manufacture, Deliver, Sell
• Possesion of Schedule IV Controlled Substance with Intent to Manufacture, Deliver, Sell
• Possession of a Legend Drug with Intent to Manufacture, Deliver, Sell
• Possession of Drug Paraphernalia
• Aggravated Child Abuse, Neglect, Endangerment

David is currently still incarcerated on a $500,000 bond. He is slated to appear before General Sessions Judge on Thursday, September 10th at 9:00 a.m

** Amanda Carol McNeil, 39, of Munford

• Aggravated Child Abuse, Neglect, Endangerment

Amanda is currently free on a $5,000 bond and is expected back in court on Thursday, September 10th.

** David Lee McNeil, 68, of Munford

• Possession of Scehdule VI Controlled Substance with Intent to Manufacture, Deliver, Sell
• Possession of a Fi***rm During the Commission of a Dangerous Felony
• Aggravated Child Abuse, Neglect, Endangerment

David Lee McNeil is currently free on a $10,000 bond and is expected to be in court on Thursday, Sept. 10th at 9:00 a.m.

"This was not simply a case involving the possession of illegal drugs," said Sheriff Shannon Beasley. "Our investigators uncovered what we believe to be a very large, sophisticated operation capable of manufacturing, packaging and distributing controlled substances across state lines. The presence of numerous drugs, manufacturing chemicals and fi****ms inside a residence, particularly where an 8 year old child is living, is very troubling.

Our Investigators, SWAT team and Patrol Deputies worked together to safely shut down this elaborate operation and take those responsible into custody. This remains an active investigation and we will follow the evidence wherever it leads us and hold those responsible accountable."

The subject being sought after in the Burlison area on Monday is in custody.

Marquese Green was wanted for a Parole Violation when he ran from law enforcement early Monday morning and crashed his vehicle on Dawson Rd and fled on foot. Green was taken into custody around 10:30 p.m. last night. He now faces further charges of Felonious Evading Arrest by Motor Vehicle, Evading Arrest and other related traffic charges stemming from the pursuit.

📢📢 TN SILVER ALERT --- FOUND SAFE 📢📢

After three long days of searching, we are thankful to report that Mr. Homer Billings was found safe and reunited with his family last night.

Mr. Billings, who suffers from a medical condition, left this home during the early morning hours of Saturday, August 29th. Due to concerns for his safety, he became the subject of a TBI Tennessee Silver Alert.

Using ALPR technology, deputies determined that Mr. Billings traveled north and was last seen in Dyersburg around 6:30 a.m. Saturday morning. Information from his phone placed it near Caruthersville, MO. while a tracking system associated with his vehicle indicated the Tiptonville, TN area. Although separated by the Mississippi River, the two locations are relatively close geographically.

Detectives obtained search warrants in an effort to get more precise information from both devices, but unfortunately, both had stopped providing usable location data. Authorities in Caruthersville and Lake County (Tiptonville) were notified and both began searching their respective areas.

On Sunday, we learned that surveillance video from a residence on Shepp Rd. in Lake County had captured Mr. Billings, still in his vehicle, on Saturday morning. With that confirmation search efforts shifted to Lake County.

On Monday, another major break came when a game camera captured an image of Mr. Billings on foot in a heavily wooded, rural area near the Mississippi River, also in Lake County.

Authorities and First Responders from across West Tennessee converged on the area, including eleven deputies from Tipton County as well as 6 Fire/Rescue personnel. The Tennessee Bureau of Investigation and Madison County Fire/Search and Rescue established a command post as teams searched on foot, by air and with the use of Bloodhounds.

The TBI and Madison County developed a precise, methodical search plan utilizing GPS/Satellite technology. Search crews were assigned specific areas and deployed from the command post.

At approximately 7:20pm, Mr. Billings was located by a Tipton County Deputy lying in a very dense, remote area not far from where the game camera captured his image the previous day.

Mr. Billings was extremely dehydrated, hungry, exhausted and confused but thankfully he was responsive. Tennessee Highway Patrol troopers arrived and were able to carry Mr. Billings from the difficult terrain to an awaiting UTV where he was finally reunited with his family around 8 p.m.

Mr. Billings was taken to an awaiting ambulance at the Command Post and transported to a nearby medical facility.

"First, let us give God the glory for the divine intervention to lead us to Mr. Billings," said Sheriff Shannon Beasley. "This was truly a team effort involving many agencies, first responders, family and individuals who refused to give up. I cant express my gratitude enough for all that had a hand in providing information and photos or those that were part of the search in some shape, form or fashion. What we witnessed yesterday, and over the last 3 days, is truly what Tennesseans are about and represent. The collaborative efforts that our first responders put together was outstanding.

I want to personally thank the Tennessee Bureau of Investigation, Tennessee Highway Patrol, Madison County Fire/Search and Rescue and Lake County Sheriff's Office for allowing those of us from Tipton County to join you in the search efforts. I also want to give thanks to Lake County EMA, Tennesee Wildlide Resources Agency, Tennessee Department of Corrections, Tiptonville Fire Department, Lake County Fire Department, Ridgley Police Department, Weakley County Sheriff's Office, Obion County Sheriff’s Office, U.S. Coast Guard, Tipton County EMA, Tipton County Fire, Atoka Fire and of course our own personnel for their diligent work and efforts over the last three days. The extreme heat and dense vegetation was challenging to say the least, but the family of Mr. Billings and we at the Tipton County Sheriff’s office are grateful for each of you and all of your work to bring Mr. Billings home safely."

** Search For Wanted Suspect - Community Awareness **

At approximately 2:30 a.m. Munford PD officers and Tipton County Deputies pursued a vehicle that crashed on Dawson Rd. and the driver was able to elude officers.

At approximately 7:00 a.m. this morning, Deputies received a call of a suspiscious male black in the Hwy. 59W/Burlison Ln/Baskin Rd areas. Upon arrival, the male observed Deputies and fled into a wooded area. A search for the subject has not been successful thus far and is positively the same driver of the vehicle that crashed on Dawson Rd.

We urge area residents to stay aware and contact 901-475-4300 or 911 if you see this male. At last sight he was shirtless and wearing green/blue and white shorts. The photo below is the suspect as he was fleeing.

Here's a message worth repeating: Seat belts save lives!

From 2025-2026 in Tennessee, an unbuckled driver was 3 times more likely to die in a crash than a driver wearing their seat belt.

Buckling up every trip, every time is the easiest way to prevent injury or death in the event of a crash.
