Press Release from the Office of the County Manager - August 7, 2026 - Madison County Public Service Complex Groundbreaking
Madison County Government held a groundbreaking ceremony on August 7, 2026, to celebrate the construction of the County’s new Public Service Complex. Planning for the facility has been underway since 2022, following the recommendation of a non-partisan Courthouse Committee appointed by the Board of Commissioners at that time. Hurricane Helene underscored the need for the facility. The County’s historic courthouse sustained heavy damage in 2024, requiring the court system in Madison County to operate from a temporary facility. Operations will remain there while construction of the Public Service Complex continues.
The groundbreaking marks the beginning of Phase III of the project. Phase IV is projected to begin in 2027, with completion in 2029. The complex will house the County’s public-facing services, including Tax, Register of Deeds, Planning and Zoning, and Building Permitting, as well as County Administration, Board of Elections, Social Services, offices of the NC Court System, and the Clerk of Court. The design will allow residents to access an enhanced, streamlined process for County operations in a centralized location. As Board of Commissioners Chairman Michael Garrison stated, “This is a building for the people; we memorialize our past heritage and present our future generations with a facility for their use.”
The County contracted Vannoy and Sons Construction for the design-build of the facility, with LS3P providing engineering, interiors, and planning services. Site preparation is currently underway by NHM Constructors. Employees local to the County are overseeing and completing portions of the work, and additional opportunities are becoming available through competitive bidding processes as the project progresses. To date, funding for design and construction for Phases I through IV of the facility has been provided through State and Federal budgetary allocations. The project marks the first new courts facility constructed in the County since 1907. According to County Manager Rod Honeycutt, “This new and exciting chapter for Madison County is becoming a reality thanks to the North Carolina General Assembly.”
Members of the community, elected officials, County employees, and representatives from municipalities attended the event to participate in this momentous occasion. Ceremonial speakers included former Judge James Baker, Clerk of Court Mark Cody, Vice-President of Vannoy and Sons Construction Brian Walker, and Board of Commissioners Chairman Michael Garrison.

The groundbreaking committee included County Board of Commissioners members Chairman Michael Garrison, Vice-Chairman Jeremy Hensley, and Commissioners Matt Wechtel, Bill Briggs, and Alan Wyatt; Clerk of Court Mark Cody; former Judge James Baker; Sheriff Buddy Harwood; and Vannoy and Sons leadership, Mark Vannoy.
