Landlord Obligations

Indiana law requires landlords to provide rental premises in a safe, clean, and habitable condition, comply with applicable health and housing codes, maintain common areas, and keep certain systems in good and safe working condition when those systems are provided as part of the rental agreement.

Landlord Obligations

Sec. 5. A landlord shall do the following:

(1) Deliver the rental premises to a tenant in compliance with the rental agreement, and in a safe, clean, and habitable condition.

(2) Comply with all health and housing codes applicable to the rental premises.

(3) Make all reasonable efforts to keep common areas of a rental premises in a clean and proper condition.

(4) Provide and maintain the following items in a rental premises in good and safe working condition, if provided on the premises at the time the rental agreement is entered into:

(A) Electrical systems.

(B) Plumbing systems sufficient to accommodate a reasonable supply of hot and cold running water at all times.

(C) Sanitary systems.

(D) Heating, ventilating, and air conditioning systems. A heating system must be sufficient to adequately supply heat at all times.

(E) Elevators, if provided.

(F) Appliances supplied as an inducement to the rental agreement.

As added by P.L.92-2002, SEC.2.

Bottom line: Indiana law places responsibilities on both tenants and landlords. Tenants have duties to reasonably care for the property, and landlords have duties to provide and maintain safe, clean, and habitable rental premises as required by law.

The “Strange Light” Seen in Indiana in March 1843

On March 18, 1843, the Richmond Palladium published an article titled “The Strange Light,” describing a mysterious beam of light recently seen in the southwestern sky.

Grant County pioneers were known to have received the Richmond Palladium, meaning some of the earliest settlers in our area may have read this very article — and may have stepped outside at sunset to see the same strange light for themselves.

At the time, people were not completely sure what they were seeing. Some believed it was zodiacal light, a faint glow caused by sunlight reflecting off dust in the solar system. Others believed it was the tail of a comet.

History gives us the answer.

This mysterious light was almost certainly the Great Comet of 1843, also known as the Great March Comet. It became one of the most spectacular comets of the 19th century and was widely visible in March 1843. The article described a long, straight trail of light approximately 40 degrees in length, visible in the evening sky — a description that matches historical accounts of the Great Comet’s brilliant tail.

Imagine living in pioneer-era Grant County, with no electric lights, no streetlights, and very little obstruction from modern buildings. The night sky would have been incredibly dark, and this comet would have appeared as a dramatic glowing streak across the heavens.

More than 180 years ago, Grant County pioneers may have looked up and witnessed one of the greatest celestial events of their lifetime.

Full Transcription from the Richmond Palladium, March 18, 1843

THE STRANGE LIGHT.

The luminous beam which has recently appeared in the south western portion of the heavens, has no doubt attracted the attention of many of the readers of this paper.—As a brief record of the phenomenon may be of future service, I offer the following particulars for publication.

The light appears to have been seen so early as the 6th inst.; its latest appearance here was on the 13th.; not being visible on subsequent evenings in consequence, perhaps, of the cloudiness of the atmosphere.

It was visible between the hours of 6 and 9, P. M., but not during the whole of this interval.

It was apparently a straight trail of light 40 deg. in length; about 2 deg. in width; gradually fading in brightness, and diminishing in breadth toward the extremities; and having considerable resemblance to the delineated tail of the comet of 1680.

It seemed to extend from near the sun, upward at an angle of about 26 deg. with the horizon, toward and nearly to a star of the 4th, magnitude in the cheek of the constellation called the Hare; or more technically expressed, to the star Mu Leporis.

There appears to be a difference in opinion respecting the character of this luminous beam; some supposing it to be the tail of a comet; while others conceive it to be the Zodiacal Light.

The Grant County Sheriff’s Office will be conducting a Physical Assessment Test for a new Merit List on:

This assessment will use the new obstacle course-style physical fitness standard established by the Indiana Law Enforcement Academy.

The ILEA has changed its physical fitness standards to an obstacle course-style assessment. To familiarize yourself with the course, visit the ILEA website and click on the Physical Fitness Standard link on the left side of the page. There is a video available that explains and demonstrates the course.

We are still accepting applications. If you show up the day of the event and do not already have an application turned in, we will provide one for you to complete.

✅ There is no maximum age limit.
✅ Must be at least 21 years of age upon graduation from the Indiana Law Enforcement Academy.
✅ Must have a high school diploma or equivalency.
✅ Must possess a valid driver’s license.
✅ Must be able to pass a background investigation, including criminal history, driving record, drug use, employment history, military service record, and polygraph.

Selected applicants will complete pre-basic training, the Indiana Law Enforcement Academy, field training, and additional in-house training. The Sheriff’s Office provides the books, materials, and uniforms needed during the training process.
