Know Your Ballot - Ballot Measure V – Filling of City Council Vacancies

Ballot Measure V proposes to amend Section 16 of the City Charter. Currently, a vacancy on the City Council, except one resulting from a successful recall election, is filled by the appointment by the City Council until the next general municipal election. If the City Council does not fill the vacancy within 30 days, the vacancy is filled by the Mayor.

Under the proposed amendment, the method for filling a vacancy would instead be based on the amount of time remaining in the unexpired term. If less than one year remains, the vacancy would be filled by appointment of the City Council. If one year or more remains, the vacancy would be filled through a special election conducted in accordance with applicable law.

Congratulations to our Employee of the Month, Eliza Gonzalez!

Eliza joined the City of Porterville’s Parks and Leisure Services Department in November 2023 as an Administrative Analyst.

In her role, Eliza plays an important part in supporting the department through her work preparing comprehensive reports, researching and administering grants, monitoring expenditures and revenues, and assisting with the department’s budget.

Thank you, Eliza, for your hard work, dedication, and commitment to serving the Porterville community. Congratulations on being named our September Employee of the Month!

City Council District 3 Vacancy

Have you ever considered serving your community and helping shape Porterville's future? Now is your opportunity. The City of Porterville is accepting Requests for Appointment from eligible District 3 residents interested in serving on the Porterville City Council.

To be eligible, applicants must reside within District 3 and be a registered voter.

Completed Request for Appointment forms and resumes must be submitted to the City Clerk's office by 5:00 p.m. on Friday, September 11, 2026.

Know Your Ballot - Ballot Measure U – Public Works and Purchasing Authority

Measure U proposes to amend Section 61 of the City Charter. Currently, Section 61 generally requires public projects exceeding $5,000 to be competitively bid and contains specific bidding procedures and requirements.

Under the proposed amendment, those specific competitive bidding requirements and procedures would no longer be established by the Charter. The City would be authorized to perform improvement, replacement, repair, maintenance, and construction work using City forces without being required to contract for such work and could also contract with other public agencies.
