ANNOUNCEMENT

Stop Placing Debris on the Right-of-Way



The period of time to place storm debris on the right-of-way has passed. Starting today, the County will start making final passes, clearing and checking off roads. To make a final pass on a road as many as three (3) crews may be required to collect—normal debris, large stumps, and demolition debris. Debris put out after a road had been cleared will be pushed back off the ROW if it posses a safety hazard.

The County is making an effort to collect all the remaining debris. However, FEMA’s goal is reimbursing for collection of hazardous material on the ROW. Debris on the edge roads rated for low traffic may not be classified as hazard and may not be collected.

As we approach March 24th, the County will monitor the volume of material and stop collections in time to make sure enough time is allowed for grinding and haul out. After March 24th, 25 percent of all debris removal activity will be charged to the taxpayers of the County. At the current pass, the cost would be $145,000 per day. Therefore, it is important to wrap-up and close out the project timely.

The Last Day to Place Debris on the Right-of-Way is March 2, 2025

The last day for Jefferson County residents to move debris from Hurricane Helene to the County right-of-way will be Sunday, March 2, 2025, which allows residents two (2) additional weekends to pull out debris. The County’s contractors will have three (3) weeks to finish collections, grind the debris, and haul out chipped material for final disposal. On Monday, March 3rd, the County will make final passes, clear, and check-off zones as complete. County taxpayers will have to fund 25 percent of debris management activity required after March 24th. Therefore, debris brought out after an area has been cleared and checked off that presents a driving hazard will be pushed back off the right-of-way.

Please continue to separate demolition debris from vegetative debris. Please also note that separate trucks collect general storm debris, large stumps and trunks, and demolition debris. Passes by each type of truck will be required to clear and complete an area.

As of February 20, 2025, Jefferson County has collected 1,042,000 cubic yards of debris, exceeding the original estimate of 1,000,000 cubic yards. More than 3,600 large stumps were collected, which is more than twice the original estimate.

The Board of Commissioners would like to thank Jefferson County residents for your support and for the work of DTS, the debris removal company, and Tetra Tech, the monitoring and consulting company, through the final push to finish the debris removal process.
