Aircraft have long been subject to property taxation under California law. This is not a new tax, and there has been no change in the law.

What has changed is our technology and our ability to identify aircraft that have gone unreported and escaped assessment.

Despite some of the attention on celebrities, wealthy aircraft owners, and private jets, we are not targeting anyone. As Los Angeles County Assessor, my responsibility is to identify and accurately assess all taxable property in Los Angeles County, regardless of who owns it, how much it is worth, or whether it is a modest single-engine plane or a multimillion-dollar private jet.

That is fundamental to a fair and equitable property tax system. The same laws and the same rules should apply to everyone.

The Los Angeles Times recently took a closer look at the technology we’re using, the aircraft we’ve identified, and what our work means for taxpayers across Los Angeles County.

No new tax. No targeting. Just better technology, greater accountability, and a fairer, more accurate property tax system.

Assessor Brings Homeowners' Resource Fair to Lake Balboa / Van Nuys
Free Event Offers Expert Guidance on Property Tax Savings, Proposition 19, Veterans' Benefits, Family Inheritance, and Homeownership

Homeowners have questions and Assessor Jeff Prang has the answers. On Saturday, September 19, Los Angeles County Assessor Jeff Prang, Assemblymember Jesse Gabriel, and the Southland Regional Association of Realtors will join forces at a free Homeowners' Resource Fair in Lake Balboa / Van Nuys.

The event will provide residents with direct access to property assessment and tax experts, representatives from local elected officials' offices, and a wide range of County and City services, as well as valuable resources for property owners, including mortgage lenders, ADU construction experts, and other housing and homeownership service providers.

The free event also is designed to help homeowners better understand these programs and benefits available to them. Attendees will receive information on property tax savings, Proposition 19, family property transfers and inheritance, veterans' and other property tax exemptions, and more topics that have a significant financial impact on homeowners and their families.

Representatives from numerous Los Angeles County departments, including the Treasurer and Tax Collector and Department of Consumer and Business Affairs, will be available to answer questions and provide information about services and resources. Community organizations and private partners will also be on hand to assist residents.

The Los Angeles Times recently highlighted a crisis that California policymakers should be treating as a five-alarm fire: the continuing loss of film and television production from California, and Los Angeles County in particular. The Times reports that even after California expanded its film incentive program, productions continue to leave for states and countries offering more competitive economics.

This is no longer a theoretical threat. Film shoot days in Los Angeles have fallen nearly 50% since 2019, while Los Angeles County's motion picture and sound recording industry has lost approximately 57,000 jobs in just four years. More than 80 production-related businesses have closed since 2022.

California has taken important steps, including increasing its annual film and television tax incentive program from $330 million to $750 million. But incentives remain subject to eligibility requirements, funding limits and other restrictions, meaning many productions that want to film here still cannot obtain sufficient assistance.

We need to stop thinking about these incentives simply as taxes the state is "giving away." The more relevant question is what California loses when a production leaves—and what we gain when it stays.

A production based in California supports thousands of direct and indirect jobs and an enormous network of small businesses: caterers, construction companies, costume houses, equipment suppliers, transportation companies, hotels, restaurants and countless others. Those workers and businesses generate economic activity and contribute through income, sales, property and other taxes. When productions leave, much of that economic activity leaves with them.

Indeed, worrying primarily about the revenue cost of incentives while the underlying industry continues to contract risks being penny-wise and pound-foolish. Without aggressive action, the tax revenues policymakers are trying to protect will continue shrinking anyway because the jobs, businesses and economic activity that generate those revenues are disappearing.

California should therefore make its film and television incentives robust, predictable, long-term and aggressively competitive with those offered elsewhere. The objective should no longer simply be slowing the loss of production. It should be bringing production back.

The entertainment industry is not just another California industry. It is part of the economic and cultural foundation of Los Angeles County, built over more than a century and supported by an extraordinary concentration of skilled workers, creative talent, infrastructure and specialized businesses. Once that ecosystem is dismantled, rebuilding it will be extraordinarily difficult.

We are past the point where marginal changes around the edges will be enough. California needs to decide whether it intends to remain the world's center of film and television production—and then adopt policies commensurate with that goal.
