At our 7/9/26 meeting, LAC Probation Director Cesar Mayorquin presented on detention reports and risk score assessments. A discussion with Judge Espinoza brought an important issue into focus: courts are hearing complex cases in which youth with the same risk score and the same charge may receive different detention determinations.

Risk assessments are intended to provide meaningful information to support detention decisions but the data also raises questions about how those assessments are interpreted and applied across cases.

Understanding these differences matters. The POC will continue reviewing the information available, asking questions, and examining detention practices to promote greater transparency and consistency in how decisions affecting young people are made.

During the POC's inspection of the Dorothy Kirby Center, Dr. Sarah Gongora gave us an inside look at what goes into a facility inspection.

The most valuable information comes from interviews with youth, staff, and program and service providers. Their perspectives help paint a fuller picture of what it's really like to live, work, and receive services inside these facilities.

Those insights are then incorporated into the POC's inspection report, helping ensure findings and recommendations are grounded in firsthand experiences.

📢 What is happening inside Los Padrinos Juvenile Hall?

Join the L.A. County Probation Oversight Commission for a Virtual Town Hall on our 2026 inspection of Los Padrinos Juvenile Hall.

Our inspection included more than 49 hours of observation and interviews and found both signs of progress and serious areas of concern—including a broken youth grievance system, the complex needs of detained youth, and gaps in access to gender-affirming care.

Families play a critical role in a young person's rehabilitation, yet some youth in LA County's juvenile facilities go months without a visit.

At the POC's 7/9/26 meeting, Commissioner Tyrique Shipp highlighted barriers that have prevented youth from receiving visits from their loved ones and acknowledged the Probation Department's new visitation policy and cultural shift toward treating family visitation as a priority—not a privilege.

Most importantly, these changes were informed by the voices of young people themselves. Their lived experiences continue to shape the conversations around improving visitation and strengthening family connections.

The POC will continue to advocate for policies that reduce barriers to visitation and ensure young people's voices remain at the center of reform.

Years of oversight, data requests, analysis, and collaboration with the Probation Department are driving progress.

At the POC’s July 9, 2026 meeting, the Commission received an update on Probation’s Intake Detention Control process, an area the POC has worked to advance for years by requesting and analyzing intake data to promote transparency with the courts.

This work is helping ensure that youth with low and medium-risk assessment scores are visible and that their scores are considered in detention decisions in order to reduce the amount of time low-risk youth are detained.

The POC is looking forward to the continued sharing of a detailed breakdown of these scores, helping provide an even clearer picture of who is being detained and why.

From January through June, thousands of Angelenos showed up for probation oversight.

Over 3,000 people attended our public Commission meetings in person, on WebEx, and on YouTube Live. Our community watched over 5,000 hours of meetings and video content, opened our emails over 40,000 times, and visited poc.lacounty.gov more than 20,000 times, downloading 4,670 reports and documents along the way.

These numbers represent more than engagement. They represent a community that is paying attention, asking questions, and holding the Probation Department accountable alongside us.
