A Conversation About Flock Cameras & Our Responsibility to Leander
As we prepare for Thursday’s City Council agenda discussion regarding Flock cameras, I want to first say thank you to the group residents who have reached out, shared their concerns, conducted research, and taken the time to sit down with myself and other council members asking for City of Leander to review our contract with Flock. Your engagement matters, and your voices have helped elevate this conversation well beyond Leander.
This discussion is part of a much larger conversation happening across Texas as communities and leaders reevaluate how we balance modern law-enforcement technology with our responsibility to uphold our citizens’ constitutional rights. Gov. Greg Abbott has even recently paused state funding for Flock cameras while these concerns are being examined.
My thoughts are simple:
1️⃣ Our constitutional rights should never be compromised.
The oath I took as an elected official and the oaths taken by our public safety officers require us to protect those rights.These rights are also the premise by which we uphold law and governance in our nation. That principle must guide how we evaluate and govern any new technology.
2️⃣ I strongly believe in keeping Leander safe.
Having spent more than a decade in the technology industry, and having spoken extensively with Chief Minton and our officers about the role technology plays in public safety, I understand the tremendous value these tools can provide. Technology can give our officers a critical head start in protecting our community. And we appreciate them thinking of our safety first in adoption of new technology and policies.
3️⃣ Technology must serve both purposes: safety AND rights.
Flock, like any technology, has benefits, but there are also documented concerns regarding data access, sharing, oversight and how the technology is governed. When the standards surrounding a technology begin to conflict with our constitutional responsibilities or our commitment to public safety, we have an obligation to ask hard questions.
Thursday’s discussion is an important first step for Leander. It can help us establish a thoughtful framework for evaluating not only Flock, but emerging technologies we may consider in the future—protecting our citizens’ rights while giving our officers the tools they need to keep us safe.
