Purpose: The purpose of this Code of Civility is to promote respect, professionalism, and

intended to limit lawful freedom of expression. Vigorous debate strengthens public
decision-making when it is grounded in facts and conducted without intimidation,
harassment, obscenity, or personal hostility

All interactions connected to Town business should reflect the standards expected of those
entrusted with public responsibility. Speak and act politely, respectfully, and reasonably. Refrain from personal attacks, name-calling, and profanity. Do not use physical gestures that are intended to demean or harass another. Maintain a composed tone. Speak in turn, allow others to finish, and engage without raising your voice or speaking over others. e. Use language that reflects professionalism and restraint. B. Be a positive role model in all discussions. Listen actively and address others in
the discussion with respect. C. Be considerate of others’ time. Use your allotted time effectively and respect time
limitations. Maintain a single, orderly discussion without crosstalk or side
conversations. D. When disagreeing with others, focus on the merits of the issue and not the
individual. Recognize that people may have different opinions. E. If your perspective does not prevail, be willing to discuss the outcome
constructively. Describe others' positions the way you would like others to
describe yours. F. Understand and respect that the staff’s role is to provide objective information
and expert opinion, even if your personal views differ. Address staff with
professionalism. Raise concerns about performance or conduct through
established administrative processes rather than during public confrontation. II. Responsibility
A. Enhance democratic processes individually and collectively. Be informed and
prepared for public meetings. Encourage others to be informed and involved. Communicate clearly and transparently. Present agenda items and proposals in
good faith, with legitimate municipal purpose and stated reasoning. Distinguish your opinions from facts. Ensure your statements of fact are accurate
and verifiable. Approach new information with inquiry and good faith, seek common ground
where possible, and use public meetings and communications to advance
substantive policy discussion. Be accountable for your words and actions. Recognize and apologize if you fall
short of this code’s standards.

STATEMENT REGARDING INTIMIDATING BEHAVIOR IN OUR COMMUNITY June 01 2026 [Charles County Planning Commission Public Hearing — ZTA : Data Centers]

“ Civility….. the political arena does not have to be a battlefield “

After seeing the incident where individuals confronted a member running for elected office at the County government building Monday evening over what appears to be a self perceived opinion , is concerning.

At the end of the day, we’re all human and we share this community experiment together. The political landscape doesn’t have to be a battlefield; we already see enough of that at the national level.

Practice civility as we listen and observe others’ perspectives during policy discussions.

Be passionate, not malicious or manipulative, and don’t create fear or try to control others.

Practice an additional level of passion and advocacy at the polls on June 23rd for the Maryland primary election — that’s is democracy in action.

PLANNING COMMISSION OF THE TOWN OF LA PLATA

Notice is hereby given that the Council of the Town of La Plata will hold a public hearing on Tuesday, June 02, 2026, at 6:00 PM, or as soon thereafter as possible, in La Plata Town Hall, 305 Queen Anne Street, La Plata, Maryland, for the purpose of hearing public comment on the following:

Zoning Text Amendment (ZTA) 02-2026

Applicant: Town of La Plata, Maryland

Purpose: To amend Section 191.88 of Article X (Adequate Public Facilities Requirements) in Chapter 191 (Zoning Regulations) of the La Plata Municipal Code for the purpose of providing regulatory provisions to ensure adequate public road facilities/capacity in the Town of La Plata.

At the public hearing all interested parties and citizens will have an opportunity to be heard. Accommodation for persons with disabilities will be made upon request. A copy of the proposed ordinance is available for review at the La Plata Town Hall during normal business hours, 9:00 AM to 4:00 PM, or on the Town’s meeting management public portal: https://laplatamd.portal.civicclerk.com/event/480/files/agenda/3939

Town Hall will be closed on Monday, May 25 in observance of Memorial Day. Trash Collection schedule adjustments are as follows:

If your regular trash collection day is Monday, May 25, pick up will be on Tuesday, May 26.

There will be no yard waste pick up on Monday, May 25, pick up will be on your next scheduled day.

is the Standard

Excited to share that on the 365th day in office this Council passed an Adequate Public Facilities Ordinance (“APFO”) that requires the demonstration of Adequate Water, sewer capacity of school seats by developers when they wish to build in Town.

This piece of legislation ensures that our existing community is not negatively impacted by future developments( lack of water sewer capacity and school seats) ?

APFOs are a common tool across communities that and serves as a growth management tool for rapidly
growing communities such as ours and is tied to capital investments that remedy constraints.

This work wouldn’t have been possible without everyone’s input. Over the fall and winter, our Planning Commission put pen to paper to ensure La Plata’s best interests stayed at the forefront…we truly owe them a round of applause! Huge shoutout to Paul Guttenberg - Councilman , Town Of La Plata, Maryland who not only championed this priority, but lead with intentional, diligent work into delivering the Council’s vision all while respecting property owners’ rights to develop and upholding our responsibility to protect the health, safety, and general welfare of La Plata

Lastly, It’s important that the truth is clear: this ordinance requires the Town to provide adequate public facilities, and developers must show their projects won’t harm existing service levels. It doesn’t stop growth; it sets firm, non‑negotiable standards to ensure responsible development.

Wellness and reality first

I am proud to have supported Resolution 26‑27, which ensures our law enforcement officers receive an industry standard retirement benefit through the Maryland State Retirement System under the Law Enforcement Officers Pension System… known as “LEOPS”.

Under the current generic State Retirement System, officers must work a minimum of 30 years, and to earn the maximum benefit their age and service must equal 90. That means a 21 year‑old who serves 30 years still cannot collect full benefits until age 60, despite spending most of their career in demanding patrol work and seasonal harsh weather conditions.

With LEOPS, the path is much more aligned with the realities of law enforcement. An officer who starts at 21 can retire after 25 years at age 46—with full benefits and the flexibility to begin a second career while enjoying the retirement they’ve earned.

This change helps us remain competitive in attracting new talent and retaining the dedicated officers who serve our Town. It also continues to strengthens our commitment to Community First Policing, ensuring La Plata remains a safe place to live!

I’ve seen firsthand how our Police Department takes that responsibility seriously, and our 2024 community survey results reflect the trust you place in them:

• 91% feel safe in their neighborhood during the day.
• 80% feel safe from violent crime.
• 78% are confident in the quality of police services.
