Howdy, I’m David Glover, and I’m proud to serve as your City Council Member for Place 1 here in Kennedale. I was appointed in 2023 and have been focused ever since on the core values that make local government work: public safety, infrastructure, and transparency. My connection to Kennedale runs deep

. My wife, Elizabeth, graduated from Kennedale High School, and her family has called this town home since 1995. After meeting at Texas Tech—where I earned both my BBA and MBA—we moved back to Kennedale in 2007 to raise our family near the people and values we cherish most. In 2013, we bought a fixer-upper in Shady Creek, and today we’re raising our three kids—ages 12, 9, and 5—just a short walk from their grandparents. Professionally, I’m a bit of a tech nerd. I serve as a Vice President of Software Development where I help lead teams and solve complex problems. I bring that same mindset to City Council—focusing on proactive leadership, collaboration, and long-term planning. I am focused on building a stronger future for our town. Whether it's zoning decisions, infrastructure improvements, or budget priorities, the choices we make today will shape our community for decades to come. I believe in facing challenges head-on, even when it's tough—because the cost of inaction is too high. I’m honored to be endorsed by many of our town’s community leaders and by three of Kennedale’s former mayors: Linda Rhodes, Jan Joplin, and Brian Johnson. I believe in transparency — not just in words, but in action. I believe in teamwork, respect, and listening. No one on council can do it alone—it takes all of us working together.

At the December 2025 Council meeting, we voted unanimously to approve the Professional Services Agreement with Freese & Nichols for Phase 1 of the Little Road extension over the railroad tracks.

While we were not selected for grant funding for the bridge at this time, we will continue pursuing additional funding opportunities and partnerships to help cover this significant cost as the project moves forward.

Here are Tarrant County–specific highlights:

🚧 Highway Upgrades – A $1.7B package of transportation projects includes work on Spur 580 at the Tarrant/Parker County line to improve I-20/I-30 mobility (completion 2027).

🛣️ Forest Hill Drive Study – $23.6M allocated for environmental, engineering, and construction improvements through Forest Hill, Everman, and Fort Worth. Plans include drainage fixes and safer school zones .

🚍 Public Transit – Trinity Metro expanded On-Demand service into Forest Hill and Mansfield, giving southeast Tarrant County residents more local rides.

🚨 Roadway Safety – In 2024, Tarrant County saw 28,038 crashes and 205 fatalities. Regional roadside assistance programs (including Tarrant Sheriff’s Office) helped nearly 135,000 stranded motorists .

🚴 Trails & Active Transportation – The Cotton Belt Trail (following TEXRail through Tarrant County) will eventually connect Fort Worth to Plano with nearly 57 miles of biking and walking routes .

🚚 Freight & Jobs – The AllianceTexas Inland Port in north Fort Worth won an $80M federal grant to improve rail and highway connections, boosting jobs and goods movement .

🌎 Air Quality – Tarrant County is part of the nine DFW counties reclassified as “serious” ozone nonattainment, with a 2027 deadline to meet federal clean air standards.

While researching the upcoming Battery Storage agenda item, I came across this information. It’s reassuring to see that state legislatures are proactively addressing this issue.

THEREFORE, BE IT RESOLVED, that the Republican Party of Texas formally requests that the Texas Legislature pass HB 1343, HB 1378, and SB 819 to protect the citizens of our 254 Texas counties from the many dangers associated with Battery Energy Storage Systems.
