Jacksonville Residents: Our City is divided into 5 Wards with 2 councilmen required to live in each Ward. Yet, residents from all wards across Jacksonville are allowed to vote in all these separate wards. Often overriding the will of voters in the various wards. That's At-Large voting. DOES THIS MAKE SENSE? Is it fair?

Bottomline: The current at-large way of voting does not match the clear and separate ward system. WHY: At-Large system protects council seats by widening the voting pool of voters outside of their own ward to keep these seats. WHAT: This allows Jacksonville councilmen on average to serve 15-35yrs, often unopposed. And seats only opens when these long-serving councilmen decide not run again, not by voters. EFFECT: Jacksonville stagnates, becomes a rental city (60%) and population growth flattens to 0% over 33 years. FACT!!
