A severely underweight horse living in “horrible conditions” has been seized as part of an ongoing investigation, Harris County Constable Precinct One Alan Rosen said. “With animal ownership comes animal responsibility,” Constable Rosen said. “Animals need to be properly fed and properly cared for.”
The Appaloosa horse, named Oreo, was rescued from a lot in the 200 block of Victoria Drive, in the Independence Heights area, as part of a partnership between the Houston Society for the Prevention of Cruelty to Animals and Constable Precinct One’s Animal Cruelty Unit.
Appaloosa horses are known for their unique spotted coats.
Authorities attempted to work with the horse’s owner to improve the situation, but after the horse’s health continued to decline they took additional action.
The horse is to remain with the Houston SPCA pending a judicial hearing on the horse’s welfare.
Constable Precinct One’s Animal Cruelty Unit continues its investigation and will forward its results to prosecutors to determine if criminal charges are warranted.
“We need everyone’s help to protect animals,” Constable Rosen said. “If you spot animal cruelty, call the Houston SPCA at 713-869-7722.

Phone scams have been around for years, but this one, which can be alarming, is reemerging.
It goes like this: A phone call comes from an unknown number with a woman on the other end crying hysterically and saying she has been in an accident and you need to come get them. But she never says who she is.
A man gets on the phone and says your supposed loved one has not been in an accident, but is actually in the hands of drug smugglers. He says she was in the wrong place at the wrong time, but that smugglers will return her to you, but only in a public place.
Do not fall for this. Do not meet strangers anywhere. If someone says they have your loved one, call your loved one, or text your loved one. Do whatever you have to do to get in touch with them, but do not fall for this.
If you have concerns, contact law-enforcement immediately. The scammers are playing on your emotions and trying to set you up.

We appreciate and applaud Crime Stoppers of Houston’s recognition of Constable Precinct One Corporal Will Moran (right), a leading instructor for area law-enforcement agencies on crisis de-escalation and how to interact with trauma-affected veterans, brain injury survivors, and neurodiverse individuals. Cpl. Moran was diagnosed with autism well into his law-enforcement career.

He received Crime Stoppers’ Johnny Klevenhagen Award (named in memory of a former Harris County sheriff) at the organization’s annual Houston’s Heroes fundraising event. With Moran was Constable Precinct One Assistant Chief Carl Shaw.

Crime Stoppers recognized Moran and others as “extraordinary heroes who inspire our mission.”

This morning at McGovern Park, Constable Alan Rosen shared powerful words of encouragement to kick off the 2026 Law Enforcement Torch Run.

Deputies from Precinct 1 stood shoulder to shoulder with other law enforcement agencies, united for a cause that goes far beyond the run itself. The Torch Run raises awareness and funds for Special Olympics supporting athletes with intellectual disabilities and helping create opportunities for inclusion, dignity, and achievement through sports.

Every step taken today represents commitment, not just to public service, but to a community that deserves to be seen, supported, and celebrated.

Great work in rescuing a dog trapped inside a sedan parked directly in the sun on La Branch Street.
Even though the windows had been slightly lowered, the temperatures inside the car had soared and the dog was panting heavily, salivating and pacing back and forth.
This is a reminder to us all that hot-car season is upon us.
Whether pets or people, especially small children, do not leave anyone in a car this time of year. Cars can become ovens even with the windows cracked.
Thank you to the member of the community who recently flagged down a deputy, reported the situation, and set events in motion for our deputy from downtown patrol and the Houston Society of Prevention of Cruelty to Animals to take action.
The dog, a Husky Mix named Odin, had been in the car for more than two hours. It was so hot that windows were coated in dried slobber. A thermometer measured the temperature inside the vehicle at 113 degrees and the top of the vehicle a 120 degrees.
The dog’s owners had apparently parked the car and left the dog in order to make an appointment downtown.
An investigation by Constable Precinct One’s Animal Cruelty Unit is ongoing. The dog is with the Houston SPCA and doing well.
As in every case in Harris County, prosecutors are presented the evidence to determine whether a criminal charge will be filed/ accepted. If you see a pet or person trapped in a hot car, call 911. Your call could save a life.
