Ryan White Planning Council The role of the Council is to determine how to best provide services to People living with HIV in Houston and surrounding areas.

The Ryan White Planning Council (RWPC) is a diverse group of volunteers who are affected by HIV/AIDS in many different ways. Membership includes individuals who are consumers (people living with HIV/AIDS), service providers, local health care providers, representatives from other Ryan White programs and others. The role of the Council is to determine how to best provide services in Houston and the

surrounding 10-county area based on the guidance of the Ryan White Program, a federal law that authorizes funding to provide medical services for people living with HIV and AIDS. Every 3 years the Council, in cooperation with other planning groups in the community, interviews hundreds of people living with HIV or AIDS to find out what services are needed and used. Information on services that are needed but unavailable or hard to get is also collected. This information is combined with data about the local epidemic and more to design services and allocate funds to these services. Council members are appointed by the Harris County Judge and are then assigned to at least one committee. Committees are responsible for specific tasks and make recommendations that are reviewed by the full Council. Membership on the Council requires a commitment of 4 to 6 hours each month. We invite you to apply to be a member of
the Ryan White Planning Council ~ just ask for an application! You can also call or send an email to our office and we will mail you an application, or visit our website to submit it online. Not sure if you are ready for membership? Come by and watch the Council in action! All meetings are open to the public and everyone is welcome to attend… you are also invited to speak before the Council or any of the committees by signing up before the meeting begins. Please join us for the FY2027 How to Best Meet the Need process- HTBMN. We are inviting community members, partners, and all interested in helping shape Ryan White services for our community. ***Please share this invitation widely.***
We will begin with a training on the data to be used in this HTBMN process at 1:30 p.m. on Thursday, April 9, 2026. All meetings will be offered in a hybrid format, so you may participate in person or by Zoom.
Please see the attached schedule for meeting dates, times, locations, and Zoom links. If you can attend in person or if you need an interpreter, please contact the Office of Support.

Before closing out 2025, RWPC completed one more important training—Mental Health First Aid. This course included 2 hours of pre-work and 6 hours of in-person learning, equipping participants to better recognize potential mental health challenges at home, at work, or anywhere we serve our communities. A much-needed and meaningful way to end the year 💙 Please keep an eye out for future community trainings like Road2Success at an agency near you!

Our December 2025 RWPC meeting was a wonderful reunion—bringing together past members and valued community partners! 🎉 This gathering was even more special as we celebrated two amazing RWPC Office of Support retirees, Tori Williams and Diane Beck, whose contributions have truly made a difference. We also shared lots of smiles during the friendly and festive Ugliest Sweater competition. Congratulations to our winners! What a way to wrap up the year, surrounded by friends and smiles! ✨ Let's carry this joy into the new year!
