District "F" Councilmember Phil Cayten has been a resident of his city council district for 37 years, and is married to Roxanne with three daughters: Dory, Erin and Kelly. He received his BS Degree from the University of Southern Mississippi in Construction Management (Civil Engineering and Construction) and completed additional Technical College Training in Electronics, Structural Fabrication & E

rection, Pipefitting, Welding, HVAC, and associated Blueprints. Councilman Cayten began his career with the Boeing Co. (New Orleans, La.) and was instrumental in helping land the first man on the moon (Neil Armstrong). He later constructed Navy Destroyers with Litton Ship Systems (Pascagoula, Ms.). Council Cayten retired from Kellogg Brown and Root (KBR) in 2015 after 41 years in Engineering and Construction Project Management. He traveled all over the United States for 16 years building Power Plants, Petrochemical Plants, Paper Mills, Copper Smelters, Cement Plants, Acid Plants and Soda Ash Plants. The final 25 years were spent in the Home Office in Houston, Tx managing Engineering and Construction plants all over the World. His Community Service Affiliations Include: Pasadena Rodeo Association Director, Habitat for Humanity Construction Worker, Former Pasadena Rotary Club and Chamber of Commerce Member, Coached Mentally Challenged "Special Olympics" Basketball and Softball in Pasadena for 28 years, City of Pasadena District "F" City Councilman for 20 years, Mayor Pro-Tem 4 times. PHIL'S PHILOSOPHY: "Continue to create a safer, more attractive place to live while improving the essentials that lead to a better quality of life for all citizens". Council Cayten's main goal is to maintain a strong Police and Volunteer Fire Department to keep the citizens of Pasadena safe and to keep their insurance rates as low as possible. I traveled every street in my District yesterday and today looking for Flood Damage. So far everal Subdivisions have a number of homes with Flood Damage as follows: Fairmont Estates (10), Bliss Meadows (5), Country Briar (5), Spencer Village (10), Cresthaven (5), Browning (6), Hunnington (6), Golden Acres (4), Preston Trails South (4), Providence (20). This is only an observations from carpet stacked by the street. There could be other homes with all tile floors. My Subdivision (Whitney Estates III) and several other Subdivision look ok.
