I proudly endorse Brett Ligon for State Senate District 4

Endorsement of Brett Ligon for Texas Senate (SD-4)
From Chief Stephen Carlisle

I’ve known Brett Ligon for nearly two decades. Not just as a colleague in public service, but as a trusted friend. Over the years, I’ve seen firsthand the kind of man Brett is: steady under pressure, guided by principle, and deeply committed to doing what’s right for the people he serves.

Brett has always stood shoulder to shoulder with law enforcement. He understands the challenges we face because he’s lived them, and he’s never hesitated to speak up or take action when it mattered most. His leadership, integrity, and dedication to justice have earned the respect of officers across Texas, including myself.

I’m proud to call Brett my friend, I’m proud to have called him my District Attorney, and I’m even prouder to endorse him for Texas Senate (SD-4). He’s the kind of proven leader we need representing us in Austin. Someone who will fight for our communities and always put Texans first.

Stephen Carlisle
Chief of Police

When I was elected to EMCID 8 years ago, Valley Ranch was nothing but trees. Much of our shopping had to go to Humble. Now retail is thriving in the Valley Ranch, Northpark/59 area, and even the Grand Texas area. There are several other retail shopping centers coming.

I go with EMCID to a couple Retail Trade Shows a year. These are important for first contact of these retailers. Sometimes though, it takes more than one contact to convince them to come to our area.

Much of the time, simply turning them on to our area and setting up meetings with our area developers is enough. However, many times some incentives are the deciding factor for them.

I’m excited about our recent announcement of Home Goods and Target being built in Valley Ranch. And I know we all want better dining in our area. EMCID has been in contact with several nice steak and even seafood restaurants and by this fall, it’s very likely that at least one of these products will be announced.

I’m very proud to announce this green space park land that EMCID is purchasing. I can’t wait to get started on it. It’s on FM 1485 at Gene Campbell Blvd where the EMCID Industrial Park sign is.

Creating parks and other amenities for recreational activities is important to me and a high priority for me since I’ve been on the board. I am also proud of the two splash pads we put in a few years ago. I’m also for getting some dog parks and hiking trails.

Here is a pie chart concerning EMCID’s budget. Specifically Community Development which is my favorite thing that EMCID does. Approximately 1/3 of EMCID’s budget is budgeted for community development.

$70,000 Constable Safe Shopper program
$200,000 Grants for Non-Profit Organizations
$300,000 Community Projects
$500,000 Scholarships
$1,377,000 Community Events
$2,260,806 - Fire Departments

The other pie charts reflect 2% of the total budget goes to Travel & Training and 12% to fire departments. I’ve included these because of recent feedback I’ve heard.

I personally am for increasing most of the community development budgets, especially public safety (police & Fire) and community projects & grants.

Transparency was on my mind 8 years ago when I first got on the EMCID board, as it still is now. I feel EMCID has come a long way since then. I believe that I played a crucial role in helping steer the organization in a positive direction in transparency. I wanted EMCID to let the public know what they were doing.

It did take awhile for me to understand that some things needed confidentiality. For example, a business coming in should retain the rights to announce their plans on their own terms. EMCID’s economic development competitors such as Conroe, Houston, The Woodlands, or even Dallas should not know what is happening with certain EMCID activities until the deal is sealed.

EMCID now has “The Insider” newsletter that is mailed to every resident of East Montgomery County every other month and now it’s even digital. EMCID regularly puts out press releases and is constantly pushing out content on social media. EMCID even did a series of town hall meetings at various locations. These are things that were not done prior to me getting on the board.

I do believe there are more things that can be done and I am working on it.

In the past 8 years since I’ve been on the EMCID board, we have made some great strides. We have brought many business to the EMC Industrial park which has increased the ad valorem tax value to over 275 million dollars. This directly benefits the school, county, college and fire services.

To name a few recent successes, in this past year, the largest industrial building in Montgomery County was built in our park, the Lowes Distribution Center, with over 150 new local jobs. We recently had a Danish company move to the industrial park which is an additional 25 jobs for our area.

Not all industrial business goes to the EMC Industrial Park. Our recent agreement with a South Korean company will result in a 122 million dollar project built within the Splendora School District creating an additional 100 local jobs.

I feel there are many positive accomplishments that I have been a part of over the past 8 years. Far to many to mention in a single post.

I just want to say, I hear you…
It’s election time with EMCID and, as always, I’m taking notes. During this time, I hear a lot of discussion about EMCID, both positive and negative. I hear the concerns, I hear the rumors, I hear the suggestions, and I even hear the compliments. Much of what I am hearing has merit but I assure you that there is a lot of false information going around about EMCID also. I have been a part of the positive changes over the past 8 years and, while listening to you, I now have even more positive changes to introduce to the board.
I assure you that I’m listening and will serve you to the best of my ability. Thank you for allowing me to serve you another 4 years.
