Today's episode of Can't Run Don't Run in Galveston County, Texas brings us a case that originated out of the League City Police Department for Felony Theft.

Illegal Alien, Guillermo Lopez-Noriega, is from Cuba. Lopez crossed illegally in Eagle Pass TX in 2021 - Remember that Cuba and Eagle Pass are about 1,170 miles apart, with over 970 miles across the Gulf of America. Lopez was released under the Biden Administration Mass Replacement Immigration Program after he was encountered by law enforcement during his illegal entry. HIs tattoos are consistent with multiple gangs and he was still allowed to enter and stay in our country. He has warrants for Theft in Harris County (Felony), League City (Felony), Lake Jackson (Misdemeanor), and Corsicana (Misdemeanor).

Through an investigation by League City Police Officers, he was taken into custody in Houston by League City Police Officers and the Constable Justin West - Galveston County Precinct 4 Office 287(g) Task Force completed an immigration status investigation on Lopez. A federal immigration detainer is in place and once Lopez finishes working his way through the Great State of Texas Judicial System, he will be returned to Cuba where he can continue to steal.

Don't Drive Intoxicated, Victim's Families can't afford it! Your bad decision will cost them everything.

Today, Galveston County, Texas is sending the message, that Enough is Enough! If you are caught behind the wheel in Galveston County while intoxicated, you will be going to jail. Look around you, and you will see people every day who have been touched by DWI. It is time the statistics become distant memories. You can make a difference by finding a ride.

Texas Penal Code 49.04 states - A person commits an offense if the person is intoxicated while operating a motor vehicle in a public place.

This hits close to home for many, including in our Galveston County Family. The 9 year old nephew of one of the county staff member was tragically killed by a drunk driver in December of 2023. His life mattered, and the decision of one man took him from us. The pain felt by the family and friends never goes away. Plan ahead, get a ride, save lives!

The first arrest, a legal entry turned illegal. Hernan Palacio Mendoza, pictured in a dark blue shirt, from Colombia was arrested on May 18 on Galveston Island. In 2017, Mendoza entered the US at the Miami port of entry on a tourist visa. Mendoza failed to depart by the expiration of the visa and then decided to commit fraud and felony theft in Galveston County. Another Episode of Can't Run, Don't Run features a case of Aggravated Sexual Assault of a 12 year old Child from 2006 in Harris County.

After entering on a visa in 2001, Ismail Conteh from Sierra Leone, he was convicted in 2006 to Aggravated Sexual Assault of a 12 year old child in Harris County. He was sentenced to 10 years of probation and then released on immigration parole after completing his probation. About 18 months ago, an immigration judge issued a final order of removal for Conteh, and Conteh stopped reporting to immigration authorities. After an investigation with U.S. Immigration and Customs Enforcement ERO agents and Deputies from Constable Justin West - Galveston County Precinct 4, Conteh was arrested and is being prepared for deportation.

Thank you to the Trump administration for getting countries like Sierra Leone to accept deportees to allow us to continue to remove these dangerous illegal aliens from our country.

Congratulations to our Constable Justin West - Galveston County Precinct 4 for being elected as Texas Commission on Law Enforcement Assistant Presiding Officer by the other members of the commission at the Commission Meeting earlier this month.

Constable West was appointed by Office of the Governor Greg Abbott to the Commission in January of 2024 and has served as Secretary for that time. We are thankful for his leadership for Texas Law Enforcement.

Another episode of Can't Run, Don't Run in Galveston County.

Another illegal alien arrest as part of the 287(g) Task Force Operations took place yesterday. Rolando Enriquez Moncada who illegally entered the United States 23 years ago, was arrested yesterday following an investigation stemming from an assault warrant. In July, 2025 a warrant filed by the League City Police Department indicated Moncada assaulted a fellow employee at a local restaurant. As a result of the investigation, fraudulent identity documents were uncovered to have been possessed by Moncada. In addition to the Assault Warrant, The Galveston County District Attorney’s Office accepted charges for Fraudulent use or possession of identifying information and set bond at $30,000. Thank you to Department of Homeland Security and U.S. Immigration and Customs Enforcement ERO for the hard work locating and arresting Moncada.

Our office has been receiving reports of potential scam calls regarding warrants or other actions with our agency. These calls are coming from different phone numbers, at all hours of the day and night, and the individuals are identifying themselves as past current or past employees of our agency. We will never ask you to send payment electronically, and we will never instruct you to remove money from your bank account and deposit in an ATM or leave in a box for someone to pick up. All payments must be made in person at our office or the Precinct 4 Justice of the Peace office in League City, and cashier checks or money orders are preferred.

Any call from this agency will come from our main phone number, 281-316-8711. If you receive a call from a different phone number, feel free to disconnect the call, and then return the call to our main number for verification. Our agency does contact via mail and phone regarding warrants and other actions with our agency.

If you have been contacted by our agency regarding a warrant or other action, take it seriously. Impacts to your driver's license and freedom will be imposed if you ignore official communications.
