We are proud to highlight the important work of Byron O’Neal, General Counsel with the Fort Bend County Attorney’s Office, whose practice includes representing Fort Bend County Animal Services in court.

Byron handles cases involving animal cruelty, neglect, and dangerous-dog proceedings under Texas law. His work helps ensure that animals are protected while also supporting the safety and well-being of our community.

In one recent animal-cruelty case, Animal Services seized 3 dogs and 35 cats pursuant to a court-issued warrant. After hearing the evidence, the Court found that all 38 animals had been cruelly treated and awarded them to the Houston SPCA, where they could receive appropriate care and potentially be placed for adoption.

Byron also represents the State in dangerous-dog proceedings. In one case, the Court determined that a dog had caused serious bodily injury to a person and ultimately ordered that the dog be humanely destroyed in accordance with Texas law.

Through this work, Byron partners with Fort Bend County Animal Services, law enforcement, animal welfare organizations, veterinarians, and the courts to help ensure these difficult cases are handled fairly and in accordance with Texas law.

Language Access Plan Update

The Fort Bend County Attorney’s Office continues to strengthen language accessibility for all residents. As part of our ongoing Language Access Plan, updated multilingual access signage has been installed throughout the Justice Center to help ensure visitors can more easily access services and obtain language assistance when needed.

This initiative is being led by Regulatory Compliance Officer Gregory Roberts and Adnaloy Espinosa, whose efforts are helping advance the County’s commitment to accessible and inclusive public services.

These improvements reflect our dedication to providing equitable access to justice and ensuring every member of our community can confidently navigate county services.
