Harris County ESD 48 Rehab Division Harris County ESD No. 48 FIRE-EMS Rehab Team

The purpose of the Harris County ESD 48 Rehab Division is to provide physical rehabilitation and rehydration for firefighters and emergency responders who work on emergency scenes for extended periods of time. Our Rehab 3 unit is a specially equipped truck that responds to major fires, emergencies, and natural disasters across the region. We focus on incidents where the health and safety of the em

ergency responders on scene may be jeopardized by the nature or duration of the incident or the weather. Rehab 3 provides shelter, blankets, hot and cold beverages, a place to cool off in the summer and warm up in the winter, and has on an onboard restroom for scenes where no public facilities are available. The HCESD 48 Rehab team is comprised of community volunteers and is led by Captain Lou Fabricant and Lieutenant Tom Hurley.

Our new Rehab Truck is now in service! Six Rehab members completed the EVOC (emergency vehicle operator course) training and are cleared to drive the truck. It is well stocked with the supplies we use on scene including a 10x15 canopy to use when the truck’s power awning is not practical, a portable fan and scene lights, wheeled coolers for ice, water and Gatorade to bring to the incident scene, folding tables and chairs, many extra cases of water and Gatorade, decontamination wipes, towels for cooling, nutrition, coffee maker, full medical bag, AED, etc. There is a refrigerator, and the always popular restroom! We look forward to supporting all first responders whenever requested.

RH3 supported our cadets at the Station 6 training facility today – morning and afternoon burn sessions. In addition to the usual hydration, decontamination wipes, and cooling towels, we provided 25 lunches from Chick-fil-A for the cadets, fire crews, and instructors. A very successful training day.

At approximately 2:25 this afternoon, RH3 was dispatched to a residential fire in our district on Pickford Dr. 8 Rehab members responded to the scene and set up a Rehab area in an adjacent yard setting up our tent, and providing cooling towels, decon wipes, water and Gatorade in addition to nutrition. The fire originated in the rear of the home, and the cause is under investigation. No injuries were reported.

At 12:43 this afternoon RH3 was dispatched to a Mutual Aid call with Missouri City Fire & Rescue Services for an incident involving a collision of an Amtrak passenger train and a trailer truck. The train was traveling from Los Angeles to New Orleans with more than 100 passengers onboard. Fortunately, the train did not derail but two minor medical incidents were reported with no traumatic injuries from the incident.
Seven Rehab members responded to the scene and set up a rehab area near the collision location. A tent was quickly set up along with chairs, tables for water, Gatorade and nutrition for the responders. RH3 remained on scene for approximately 2 1/2 hours.

At approximately 1:00 pm this afternoon, RH3 was dispatched to a Mutual Aid call with Community Volunteer Fire Department for a residential fire on Sussex Dr. Fire originated at the rear of the home, and the cause is under investigation. 6 Rehab members responded to the scene and set up a rehab area in a driveway at the adjacent house. Cooling towers, decon wipes, and a couple of cases of water and Gatorade were distributed along with nutrition. RH3 remained on scene until approximately 3:30 pm.

At 10:43 this morning RH3 was dispatched to a Mutual Aid call with Community Volunteer Fire Department for a residential fire. 6 Rehab members responded to the scene and established a Rehab area in a yard across from the residence. The residence was unoccupied at the time, and the cause is being investigated. In addition to numerous cooling towels and decontamination wipes, a case of water and 2 cases of Gatorade were distributed. RH3 remained on scene for about 2 hours.

Rehab3 responded to this call today. 8 Rehab members responded and distributed water,gatorade, fire wipes, wet towels and snacks.

🚒 **Incident Update – Residential Fire Response** 🚒

On February 2, 2026, at approximately 1:00 PM HCESD 48 responded to a residential structure fire in the area of Elrod Rd. and Guston Hall Ln. Fire crews worked quickly to contain the fire to one home and prevent further spread.

One individual was transported to a local hospital by ambulance. The cause of the fire is currently under investigation.

We would like to thank Harris County ESD 48 Rehab Division for supporting crews on scene, as well as our neighboring partners at Community Volunteer Fire Department and for their assistance in containing the fire.

At approximately 2:50 this afternoon RH3 was dispatched to a Mutual Aid call with Community Volunteer Fire Department for a residential fire on Alta Mesa Drive. The fire initially was reported as in the backyard but was quickly upgraded to a structure fire. 8 Rehab members responded to the scene and set up a rehab area directly across from the residence. Cooling towels, decon wipes, water, Gatorade and nutrition were distributed. RH3 remained on scene for about 1 ½ hours. There were no injuries to report, and the fire is under investigation by the Fire Marshal's Office.

It was an early morning dispatch at 2:24 for RH3 to a residential fire on Park Wick Ln. The fire started in an upstairs bedroom and the cause is being investigated. 7 Rehab members responded to the scene and set up a rehab area in the adjacent yard. Numerous decon wipes were distributed to the firefighters, as well as hydration and Gatorade. Rehab members remained on scene until about 4:00 AM.

At approximately 4:30 this afternoon RH3 was dispatched to a Mutual Aid call with Community Volunteer Fire Department for a residential fire. 7 Rehab members responded to the scene and set up a rehab area directly across the street from the residence. Water, Gatorade and decon wipes were distributed to the firefighters. Nutrition was timely as it was getting close to dinner time! RH3 remained on scene for about 1 1/2 hours. The fire started in the garage, and the cause is under investigation. No injuries were reported.

Last night RH3 was dispatched to this Mutual Aid call with Community Volunteer Fire Department for an apartment fire. 8 Rehab members responded to the scene. Due to the location of the apartment complex and the large number of firefighters on scene, 2 Rehab areas were set up on either side of the complex. Several cases of water and Gatorade, as well as cooling towels and decon wipes were distributed. RH3 remained on scene for about 2 hours.

At 9:24 this morning RH3 was dispatched for an extended SWAT scene at a commercial establishment. 8 Rehab members responded to the scene and set up a Rehab area in a safe area in the establishment’s parking lot. Our tent was set up along with tables for water, Gatorade and nutrition in an area next to SWAT command. Numerous law enforcement personnel, in addition to our firefighters and EMS personnel, were also on scene. The incident was successfully completed with no injuries. RH3 remained on scene for about 3 hours.
