Friday afternoon, me and a local business owner (Rachelle Trefz of Merle Norman Cosmetics & Spray Tan Studio- Hillsboro, OH) took a trip to Bellefontaine, Ohio to check out their uptown revitalization and meet with the Small Nation team to pick their brains. If you’re not familiar with Small Nation and the story of Bellefontaine, go check it out. At one point, they had an 80% vacancy rate of buildings uptown. Now, it’s booming. Small Nation has led the way, with their private investment and partnering with their local government. So many things learned! Things we can do that are lower cost RIGHT NOW to provide a more vibrant look uptown. And some things that take a little more planning and private-public partnership. But, getting to ask Jason and Davis questions and learn how they paired financing with vision and tenants that provide experience for uptown Bellefontaine was pretty incredible. So I’ve got a lot of ideas to take back to council and local potential investors. Below are just a few pictures of things that stood out.

Solid committee meeting tonight. Lots of great discussion. Several citizens showed up and most participated in a professional and appropriate manner. I appreciate that. I think the entire committee felt the same in that we feel most Hillsboro residents are happy with their trash service and the committee had concerns about the impact on smaller providers that contracting with one company would have. The motion was made to advise Council to NOT pursue municipal trash collection. It was affirmed unanimously by all 3 committee members.

The administration has asked that municipal trash collection be discussed in my committee. We will hold an initial discussion on Wednesday, May 27 at 4:30 PM. This will be the first of many discussions, and no decisions have been made. I also plan to schedule a future evening meeting so more residents can attend.

If the city were ever to move forward, trash service would be put out for bid and companies would submit proposals. The selected rate would then be added to monthly water/sanitation bills. Many residents currently pay around $25–$35 per month for trash service, while a city-wide contract could potentially lower that to around $15–$20.

I do have concerns. I value competition and consumer choice, and I would want to hear from residents and our remaining local trash provider before supporting anything further. At the same time, I believe it is worth discussing whether the city could negotiate lower costs for residents while also helping address issues like inconsistent service, property blight, and multiple trucks traveling the same streets.

Most importantly, I want public input. I encourage residents to attend the meeting or email me their thoughts and questions at [email protected].

Again, this is only the beginning of discussion and I would NEVER rush something like this through committee to be voted on by council. If you follow me, you know I try to be as transparent as possible, as I promised when campaigning. If you made it this far, thanks for reading.

EDIT: NextEra is planning to acquire Dominion, which will create the largest electric utility in the country. The American Economic Liberties Project has come out with a statement warning of that consolidation and what it will mean for ratepayers. I’m unsure the impact it will have regarding the battery, but I’m updating the post with AELP’s statement.

May Council Meeting Highlights:

• Council voted to approve a Sick Leave Pool for city employees. This will allow city employees to donate sick leave to other employees in the event of catastrophic circumstances.

• Council voted to increase sewage rates. We have not increased sewage rates for 10 years. They were frozen by the previous administration and former council. A local government needs to reasonably increase rates 3% each year. Otherwise you’re kicking the can down the road for a larger increase. This issue is complicated and I deliberated for two weeks on how I would vote. I’ll provide the summary from the Safety Service Director in the image below.

The TLDR version is this: if no rate increase, then no OWDA Loan, then high likelihood of no grants, then no infrastructure replacement project, then EPA slaps us with daily fines and forces us to build another new WW plant, which would cost us many more millions. We’re still repaying our OWDA loan the last time the EPA forced us to build a new plant. So I voted yes.

I went to the public input meeting for the battery facility being proposed for Highland County. This is NOT something city council decides, has a say in, or any involvement in. This is state and county. BUT, I went as a citizen and figured those of you who follow my page would like to know.
