Congratulations to the WCPD’s eight newest police officers who graduated today from the Westchester County Police Academy.

They were among the 38 members of Class 161 of Basic Recruit School completed 22 weeks of rigorous Police Academy training that challenged them in the classroom, on the drill floor and in the field. We salute our newest officers for their success and wish them long, safe and successful careers with the WCPD. They are assigned to the Patrol Services Division and will begin field training shortly.

Our new officers are: Mehdi Abirou, Javier De La Cruz, Hugo Ortiz, Terrance Raynor Jr., Shane Repp, Anthony Riccobono, Sean Trenholm and Julia Tucciarone.

On Saturday, our Motor Officers and Airport Precinct officers were proud to help kick off Hudson Valley Honor Flight Mission 39 and later welcomed home all the participating veterans and their families back to Westchester County Airport.

The veterans, many on this mission having served in the Vietnam War, spent the day in Washington D.C. visiting our nation's war memorials.

Airport Precinct officers teamed up with Airport Operations personnel, TSA officers, local Fire and EMS personnel, and hundreds of family members and friends to provide a special welcome home ceremony when the veterans returned to the airport Saturday night.

This great program is run by Hudson Valley Honor Flight, a nonprofit organization which “Honors American Veterans” for all their sacrifices. The organization transports American heroes to Washington, D.C. to visit their memorials at no cost to them.

We were proud to participate once again and we join in thanking these veterans for their service to our nation.

WCPD Cadet Program Advisors conducted special 'life skills' training for our Cadets on a recent evening at the Westchester County Department of Emergency Services Fire Training Center.

A highlight of the training was a skill station on fire safety. Fire Training Center Instructors led hands-on training with the Cadets to show them how to effectively put out a fire with a variety of fire extinguishers.

Skill stations were also set up for all the Cadets to learn how to change a flat tire, for the guys to learn how to tie a tie, and for the girls to learn how to put their hair in a bun as would be appropriate for female Police Officers.

This year’s Cadets will graduate from the program on June 22. Stay tuned for information about the next session, which will begin in the fall.

Congratulations and best wishes to Detective George Ruiz on his retirement after more than 22 years of law enforcement service.

Detective Ruiz began his career with the NYPD and transferred to the WCPD a little over 20 years ago. He was a member of the Patrol Services Division before being assigned to the General Investigations Unit, where he earned his gold shield. He most recently served in Executive Operations.

We send George off with appreciation for his outstanding work and with our best wishes for a long, happy and healthy retirement!

PO Buono has prior law enforcement experience and joins us from another agency. After he was sworn in, he was assigned to the Patrol Services Division and will be undergoing field training.

Detective Arthur Holzman is retiring after 39 years of exemplary service to our Department and the Westchester County law enforcement community. His professionalism and skill as a fi****ms and ballistics expert were critical over the last quarter of a century to the successful prosecution of more bad guys that we could ever count.

Detective Holzman began his career in August 1987 and served first in the Patrol Services Division and Emergency Service Unit. He also has been our Department’s armorer and a Police Academy fi****ms instructor. He was promoted to detective in December 2001.

As a member of the Forensic Investigation Unit (and its predecessor the Identification Unit), Artie worked on more than 7,500 cases, testified in more than 100 trials, and has been a part of more than 170 felony proceedings (these include appearances before a Grand Jury or at a Felony Hearing as well as trials.)

His work ethic and diligence, from the crime lab to the courtroom, were second to none.

We thank Detective Holzman for his many contributions to the WCPD across his remarkable career. He happens to be the tallest guy on the Job, but either way, these are big shoes to fill! Our best wishes to him for a long, happy and healthy retirement.

Members of our Narcotics Unit received several awards at our recent Department Awards ceremony. In a few instances, we can’t identity or show photos of the detectives involved because of the nature of their work. Suffice it to say they do important, courageous and dangerous work and they received well-deserved recognition for successful investigations.

But here’s one we can share. It’s our last post on our recent award ceremony.

In January 2025, Detective Kevin Krippel of the Narcotics Unit reviewed and analyzed investigative records indicating that an individual was purchasing and possessing firearm components consistent with the manufacture of privately made fi****ms. This investigation established probable cause and led to the application for, and issuance of, a search warrant for a residence in the Town of Lewisboro.

On February 4, 2025, Detective Krippel participated in the ex*****on of that warrant, resulting in the recovery of five operational fi****ms, multiple partially assembled fi****ms, numerous firearm frames and components, over 150 rounds of ammunition, and approximately nine grams of co***ne. Two individuals were placed under arrest and charged with drug and weapons possession.

The actions of Detective Krippel exemplify comprehensive case work resulting in the removal of illegal fi****ms and narcotics from the community. For his outstanding efforts, he was awarded the Commendable Police Duty Medal.

Members of the Investigative Services Division also received honors at our Department Awards ceremony last week.

In January 2025, Police Officer David Rodriguez of the Investigative Service Division began an investigation after developing information about an individual acquiring and manufacturing illegal fi****ms. Through record analysis, surveillance, vehicle research and undercover identification, Police Officer Rodriguez confirmed the subject’s identity and residency and developed probable cause for a search warrant.

On February 26, 2025, Westchester County Police and partner agencies executed the search warrant within the City of Mount Vernon. During the operation, the subject, armed with a loaded handgun, attempted to flee through a rear window. Lt. Jeffrey Slotoroff observed the armed subject fall to the ground, alerted other officers to the presence of a weapon, and deployed his department-issued Taser on the non-compliant subject before he could regain access to his weapon. The subject was taken into custody without injury to officers or bystanders.

The search resulted in the recovery of a stolen loaded handgun, ammunition, firearm magazines and components, and controlled substances.

The actions of Police Officer Rodriguez and Lt. Slotoroff exemplify comprehensive case work and decisive action in apprehending an armed and dangerous subject. For their outstanding efforts, Lt. Slotoroff was awarded the Distinguished Service Medal and Police Officer Rodriguez was awarded the Commendable Police Duty Medal.
