Mayor Charles Gaylor Charles Gaylor, IV is the mayor of Goldsboro, NC. I was born and raised in Goldsboro, and have lived nearly 30 years here.

My vision is of a city that harnesses the momentum of the growing region around us, while acknowledging the importance of our own city and our own people. I believe we must take a fresh approach to citizen services and quality of life issues to put Goldsboro in a place of prominence as we look to the future of our city. I’ve seen how this city has tasted success, and also failure. I've watched as

some parts of town have thrived while others have faced serious decline. As leaders of this city, we must get creative, and profoundly serious, about attracting responsible development that compliments the diversity of our neighborhoods at every price point. We have to rebuild those parts of our city that have essentially been leveled, and we have to assess every element of our own bureaucracy to make sure we are not being part of the problem. I look forward to continuing this work as your mayor!

I just want to take a quick moment to respond to concerns expressed by a number of citizens regarding the proposed noise ordinance and how it could impact local youth organizations, downtown commercial activity, and city quality of life in general.

This ordinance revision was not tailored or targeted to any specific part of the city or any specific organization. It is a comprehensive review of our noise permitting procedures and our guidelines to establish reasonable boundaries for outdoor noise.

To specifically address concerns around the drumline that practices on Center Street — at no time have I ever endorsed or suggested the desire to shut them down. Quite the opposite, they are a wonderful organization with an excellent mission made up of talented young musicians. I have spoken with leadership of the drumline to discuss their needs and how we can ensure that they are not negatively impacted as part of this ordinance revision.

During the discussion of this agenda item at our latest council meeting, every member of council, myself included, expressed full support for the drumline and for protecting general commercial activity throughout the city. I appreciate the conversations with members of our community and council members as we develop a reasonable balance and continue our work to make Goldsboro the best place to live, work and play.

This morning the work began to respectfully take down Freedom Tree version 1.0 due to the failing health of the tree. This tree was planted over 50 years ago under the watchful eye of Mayor Tommy Gibson as a tribute to the men and women who wear the uniform and protect our freedoms. Today, he watched closely as this tree was brought down. We thank him for his continued love and dedication to our wonderful City. Thanks to his work, this site will soon be ready with hopes to receive a sapling from Freedom Tree’s own lineage to continue the tradition of honoring those who serve.
