I would like to address a topic that continues to come up and clear up any misconceptions.

Yes, my son, Joe Harper, serves as the Payne County Sheriff. Despite rumors or comments, this does not create a conflict of interest. Before I ever announced my candidacy, we consulted with the appropriate authorities to ensure there were no legal or ethical concerns, and we were assured there were none.

I rarely mention our relationship—not because there is anything to hide, but because it is simply irrelevant to my ability to serve as County Commissioner. I will make decisions independently and in the best interest of the citizens of Payne County.

In researching this matter before running, we also found several examples across Oklahoma, both past and present, where family members have simultaneously ran for different elected county offices. This is neither uncommon nor prohibited.

I hope this helps clarify the facts and puts any misconceptions to rest.

I’ve had the privilege of knowing Ray Harper for over 40 years, and I can say without hesitation—he’s the real deal.

Ray is one of the most honest, hard-working, and genuinely caring people I know. He shows up, puts in the work, and always keeps the best interests of others at heart. In a time when integrity and commitment matter more than ever, Ray stands out.
