It has been brought to our attention that local high school students may be partaking in the "Senior Assassin" game. While traditionally this involves brightly colored water guns, there is potential for more realistic objects as well as suspicious behavior such as hiding in bushes, yards and parking lots. While we recognize that this is a game, we also acknowledge that this behavior can lead to fear and concern from community members.

We urge everyone to report suspicious behavior and for students to make safe and responsible decisions if choosing to partake in this activity.

Thank you for your service and contributions to NH law enforcement Director Sweeney.

Today we remember and honor the extraordinary life and legacy of Earl M. Sweeney—a true architect of modern law enforcement training and professionalism.

Director Sweeney’s career spanned decades of dedicated public service, beginning as a patrol officer in 1957 and rising to become one of the most respected leaders in New Hampshire’s law enforcement community. He went on to serve as Chief of Police in Belmont at just 23 years old, later holding key leadership roles within the Department of Safety, including Deputy Commissioner and ultimately Assistant Commissioner.

However, it was his tenure as Director of Police Standards and Training from 1985 to 2003 that defined his enduring legacy. As the longest-serving Director in PST history, he transformed police training in New Hampshire—introducing evidence-based standards, modernizing curriculum, establishing officer fitness requirements, and creating systems for accountability, including one of the earliest officer decertification programs in the country. His leadership ensured that generations of officers were better prepared, more professional, and more accountable to the communities they serve.

Director Sweeney’s influence extended far beyond New Hampshire. A nationally recognized leader, he contributed to major law enforcement initiatives, authored textbooks and training materials, shaped legislation, and advised agencies across the country. His work in highway safety earned him the prestigious J. Stannard Baker Award, and his commitment to excellence left a permanent mark on policing at every level.

Even after retiring in 2016 as Assistant Commissioner, he continued to serve—demonstrating a lifelong commitment to public safety and the profession he helped elevate.

We extend our deepest condolences to his family and all who had the privilege to work alongside him. His legacy will live on through every officer trained, every standard upheld, and every community made safer because of his vision and leadership.
