Meet Asta — Santa Monica Fire Department’s newest four-legged partner. 🐾

Through Guide Dogs of the Desert and the generosity of IPSLEI donors, Asta will serve those who spend their lives serving others. Giving to IPSLEI just a donation — it’s an investment in the well-being of the men and women who show up for their communities every day. Working dogs like Asta provide critical support, companionship, and resilience for first responders facing high-stress environments. Support K9’s are trained in recognizing cortisol odor and stay with the individual to lower their stress.

We follow a 4-step reflection process to get there:

Meet the IPSLEI Board of Directors Vice President, Joe Schum!

With over three decades of progressive volunteer and professional experience in the fire service, Joe currently serves as a Division Chief with the Truckee Meadows Fire Protection District in Reno, Nevada. His career reflects a commitment to leadership development, emergency operations, and public safety excellence. Over the years, he has advanced through all operational ranks including Fire Captain, Battalion Chief, and Training Officer, culminating in his current executive leadership position. In his current assignment, he provides strategic oversight for emergency operations and dispatch. He previously provided executive leadership of logistics, fleet management, and training. His career spans multiple departments in Colorado and Nevada, where he has consistently demonstrated impactful leadership and growth.

Joe holds a Master of Arts in Organizational Leadership from The Chicago School of Professional Psychology, a Bachelor of Science in Fire and Emergency Services Administration from Colorado State University, and an Associate of Applied Science in Fire Science Technology from Colorado Mountain College. He maintains numerous certifications, including Fire Officer III, Master Fire Instructor, and Incident Command qualifications. Joe is a certified facilitator for the International Public Safety Leadership and Ethics Institute (IPSLEI) and the Phi Theta Kappa Leadership Development Program. He contributes to the broader fire service through board involvement, mentoring, instructional roles, and community service. His recognitions include multiple performance awards that reflect his dedication to professional excellence, innovation mentorship in public safety.

Outside of his professional life, Joe enjoys a full and active home life with his wife Kate and their two children. As a family, they enjoy spending time outdoors, camping, cooking, traveling, and simply relaxing together. Joe’s passion for leadership and service extends beyond his career, as he continues to invest in others’ growth while enjoying a balanced, family-centered lifestyle.
