May 31, 1870: Passing the First Enforcement Act

Under Republican President Ulysses S. Grant, Congress passed the Enforcement Act of 1870.

This landmark Reconstruction-era legislation made it a federal crime to deprive anyone of their civil or political rights. It was specifically designed to give the federal government the power to enforce the 15th Amendment and protect African American voters from Ku Klux Klan violence.

However, foreign students living in the U.S. on temporary visas (legally) cannot get this specific in-state tuition rate. Make that make sense.

Our IL legislators get an automatic pay raise. EVERY. Single. Year. It’s a part-time job and most legislators have another job on the side. Population is declining and their salaries increase. Must be nice.

Republicans in the House and Senate all voted against these automatic increases. And every year, House and Senate Republicans introduce bills to repeal the auto increase.

Key Difference: State Mandate vs. Local Authority

The central distinction is BUILD's by-right statewide approach versus REAL's opt-in incentive model. BUILD sets
a uniform density floor that preempts local zoning and applies automatically if municipalities do not act within 8
months. REAL treats local governments as partners, using financial carrots rather than legal sticks, while
extending the scope of the proposal beyond housing supply to address transaction costs, property taxes, renter
protections, and workforce standards.
