Western Virginia Continuum of Care The CoC is a collaboration that aims to end homelessness in the Shenandoah Valley. There are more than 30 agencies that participate in the CoC activities.

The Western Virginia Continuum of Care (CoC) is a collaboration of stakeholders that work to prevent and end homelessness in the Shenandoah Valley. The CoC covers the counties of Clarke, Frederick, Page, Rockingham, Shenandoah, and Warren, the towns within those counties, and the cities of Winchester and Harrisonburg. Partners include hospitals, public schools, non-profit service providers, a publ

ic housing authority, multiple Departments of Social Services, local law enforcement, regional government, and formerly homeless individuals. We welcome new persons and agencies who are interested in ending homelessness. Attendance at any of our meetings is welcome. A calendar of events is available on the CoC website. If you are seeking housing assistance, please call Centralized Housing Intake at (540) 271-1701 to determine if funds are available and to see if you may qualify for help. Funding for these programs may change due to funding cycles and community use.

The Summer Point-in-Time Canvas is about more than collecting data. It's about connecting with people.

Jenni Holsinger, a local sociology professor and longtime PIT Count volunteer, remembers meeting a woman living in her car during this year's winter count.

"One of them was so grateful just to have someone approach her. She's been there in that spot for years, and no one, she said, ever comes over to talk to her." — Jenni

For Jenni, the experience is a reminder that every statistic represents a real person with a story worth hearing.

"The numbers are valuable," she says, "but they're numbers that represent real lives."

Housing is health, and addressing housing challenges requires collaboration.

Today, many of our members joined local government leaders, housing professionals, healthcare partners, nonprofit organizations, advocates, researchers, and community stakeholders at the Housing Coalition of the Northern Shenandoah Valley’s 8th Annual Housing Summit to explore the connections between housing, public health, land use, and housing policy.

We’re grateful to be part of the vital conversation focused on expanding housing opportunities and strengthening communities across the Shenandoah Valley.

The conversation continues next Friday, June 5, at the Shenandoah County Housing Solutions Summit. We look forward to joining partners from across the region as we work together to advance practical housing solutions for our communities. Details in the comments.

The art submissions honored the stories of survivors through “What Were You Wearing” displays that elevated the voices of survivors and showcased resilience and healing. A recent Sibert House resident moved from living in their car to a shelter, and now due to Salvation Army’s funds and assistance this resident has permanent housing. Support from the Salvation Army covered the first month's rent, a security deposit and necessary items needed for housekeeping. The resident extended gratitude for the rapid transition and the chance to rebuild their life in a safe home grateful for the impact of what coordinated shelter can do for people, turning crisis into opportunity.

It's , today we are highlighting Harrisonburg Redevelopment & Housing Authority (HRHA). HRHA provides housing, supportive services, case management and other basic needs for those who are veterans, low income, elderly and/or disabled. Their newest development, Commerce Village II, opened in December 2025 and offers 16 one- bedroom units of supportive housing for those with physical disabilities or mental illness. HRHA continues to invest in residents’ well-being and expanding pathways to housing security across the region.
