In Missouri, the Executive Director (ED) of a Public Housing Agency (PHA), including those in small rural areas, is generally empowered to conduct inspections of apartments in HUD-assisted housing or authorize staff to do so. The ED acts on the PHA's behalf to ensure compliance with Housing Quality Standards (HQS), maintaining that properties are decent, safe, and sanitary. Key points regarding PHA inspections in Missouri include: Authority to Inspect: The PHA, under the ED's management, is tasked with conducting inspections, encompassing initial inspections prior to lease-up, biennial or triennial inspections for small rural PHAs, and special or complaint inspections. Small PHA Exceptions: As per 24 CFR 982.405, small rural PHAs are mandated to inspect units at least once every three years, rather than the standard two-year interval. Notice Requirement: Inspectors are generally required to provide tenants with at least 24 hours' notice before conducting routine inspections, in accordance with HUD guidelines and typical lease agreements. Purpose: The inspections aim to verify repairs, identify lease violations, and address health and safety concerns brought to the PHA's attention.
