Many women suffer in silence because the abuse they face isn’t always physical—it’s emotional, spiritual, and deeply relational. This congressional testimony exposes what countless women in the church experience behind closed doors: coercive control, power imbalances, manipulation, and intimidation inside relationships that God intended to be safe, faithful, and loving.

The U.S. Congress openly acknowledges that these behaviors fracture families, create conflict between women, and cause long-term harm to children. These same patterns are found in religious environments where women are pressured to stay quiet, endure mistreatment, or accept betrayal as “normal.”

This isn’t just a “marriage problem.”
This is abuse, and Scripture does not support the destruction of women, families, or covenant homes.

Women of faith deserve:
safety
truth
respect
and freedom from spiritual manipulation

No woman is called to be silent while her dignity, mental health, or family is being torn apart. It’s time to shine light on the hidden harm happening in religious settings and lift up the women who have been ignored, blamed, or abandoned in the name of religion.

Statute on Marital Exploitation and Power Manipulation

§ 201. Congressional Declaration.
It is hereby declared that the strategic use of remarriage, adulterous unions, or marital abandonment by men in authority has, in multiple historical contexts, operated as a method of exploiting women, generating conflict between lawful wives and secondary partners, and facilitating the transfer or expansion of wealth, land, or political standing.

§ 202. Interpretation.
For purposes of this Section, “remarriage as a weapon” means the intentional creation of rivalry, displacement, or economic disadvantage among women for the benefit of a male party seeking power, influence, or material gain.

§ 101. Legislative Findings.
Congress finds that throughout history, men in positions of power have used unlawful remarriage, marital abandonment, and adulterous relationships as means to obtain wealth, consolidate power, and create social division, thereby causing substantial harm to the economic, emotional, and familial stability of women and children.

§ 102. Purpose.
The purpose of this Act is to acknowledge that remarriage used as a tool of manipulation or coercion constitutes an abuse of power, and to recognize the historical pattern of women being pitted against women through practices designed to secure property, status benefits, political advantage, or economic gain.
