Social Media Policy – Terms of Use for City Social Media Sites

Given the many ways in which a city can disperse information to its citizens, the City of Ovilla has determined that social networking via social media is an important and acceptable way to keep the citizenry informed about issues concerning City business or upcoming City activities, as well as information shared from o

ther groups/organizations within the City. Other goals for social networking include:

• Providing additional channels of input for citizens and other potentially-affected interests;
• Increasing the transparency of the City’s decision-making process;
• Facilitating a sense of community; and
• Reaching new audiences with City message and information. For purposes of this Policy, “Social Media” shall be defined as any form of interactive online communication in which users can generate and share content through text, image, audio, and/or video. Social Media can take many different forms including, but not limited to:

• Microblogging (e.g. Yelp)
• Photo and video sites (e.g. Instagram, Youtube, Flickr)
• Professional networking sites (e.g. LinkedIn)

For purposes of this Policy, “City Social Media Site” shall be defined as those pages, sections, or posting locations on Social Media sites that are established and/or maintained by the City as authorized by the City Council. The City Council will establish and provide for the maintenance of any City Social Media Sites and will determine those who may post to those Sites on behalf of the City. The purpose of this Policy is to set forth the Terms of Use for City Social Media Sites by the public. City Social Media Sites are a productive and open forum for discussion. Posted comments must be constructive and suitable for all readers, while respecting a range of opinions and points of view. The City will not endorse or recommend any businesses or business ventures. Therefore, any postings made on City Social Media Sites that tout a for-profit business or business venture will be deleted. The City of Ovilla reserves the right to delete any content and block or report any user that violates this social media policy, the social media site’s Terms and Conditions, or any applicable law. Other Terms of Use are as follows:

• Comments must be civil. Language or content that is profane, malicious, slanderous, libelous, discriminatory, offensive, threatening, or insulting is prohibited.
• Comments must be within the scope of the topic under discussion.
• References to the personality of individuals or personal attacks will not be permitted.
• Conducting or encouraging illegal activity is prohibited.
• Information that may tend to compromise the safety or security of the public or public systems will be deleted.
• References to the personal address, personal telephone numbers, personal e-mail address, family members or other personal information of City officials, City employees or any individual will be deleted.
• Commercial advertising, promotional announcements, and/or spam will be deleted.
• Organized political activity is prohibited.
• Participants are responsible for what they post. Contents may not breach any law, confidentiality, copyright or trademark. Disclaimer: Comments posted by a member of the public do not reflect the opinion of the City of Ovilla. An opinion expressed on social media by the City of Ovilla is posted for discussion only and is not a substitute for a formal statement in a public hearing process. All content posted on a city’s official website or social media sites are subject to the Texas Public Information Act and record retention laws. All requests for public information must be addressed to the Officer for Public Information or the chief administrative officer in order to trigger an obligation under the Public Information Act. Making a request for public information via the City’s social media site will not trigger such an obligation. HONORING SERVICE, PARTNERSHIP, AND COMMUNITY VALUES
At the June 8, 2026, Ovilla City Council Meeting, Mayor Richard Dormier presented three special proclamations recognizing individuals and organizations whose contributions have helped shape and strengthen our community.

The City proudly honored the life and legacy of Barbara Ann Turner, recognizing her years of dedicated service to Ovilla, including nearly twelve years on the Type B Economic Development Corporation Board. Barbara's commitment to education, community service, faith, and leadership left a lasting impact on countless lives, and her legacy will continue to inspire future generations. Mayor Dormier presented the proclamation to members of Barbara's family.

The City also recognized Ellis County Emergency Services District No. 2 for its extraordinary partnership and unwavering commitment to public safety. Through significant investments in fire protection, emergency medical services, equipment, facilities, training, and operational support, ESD No. 2 has played a vital role in enhancing emergency services and helping keep the citizens of Ovilla safe. Mayor Dormier presented the proclamation and a commemorative plaque to ESD No. 2 Board Members and District Manager Tom Manning.

In addition, the City recognized a National Weekly Prayer Initiative in anticipation of the 250th Anniversary of the United States, acknowledging the historical role of faith in both our nation's founding and Ovilla's early development, while encouraging voluntary participation in prayer and reflection according to individual beliefs and traditions.

The City of Ovilla extends its sincere appreciation to all those recognized and remains grateful for the service, leadership, partnership, and values that continue to make our community a special place to live, work, and raise a family.

TREE TRIMMING NOTICE - Cockrell Hill Road
City crews will be trimming low hanging tree limbs on Cockrell Hill Road from Brookwood to Ovilla Road tomorrow, Wednesday, June 10, 2026 from 8:00 a.m. to 2:00 p.m.

This maintenance may cause minor traffic delays in the area. Please use caution, slow down, and watch for workers and equipment while traveling on Cockrell Hill.

TRASH OFF & X-TREME GREEN EVENT – MAY 30, 2026
We are almost there! One last reminder that the City of Ovilla and CWD will be hosting the annual Trash Off and X-Treme Green Event on Saturday, May 30, 2026, from 8:00 a.m. to 12:00 p.m.

Residents will be able to bring items such as:

🪵 Brush and bulky waste
💻 Used electronics (e-waste)
🧪 Household hazardous waste
🔌 Appliances
🛞 Tires
📄 Personal documents for shredding

🚗 Event Traffic & Line-Up:
The event queue will begin on Westlawn Drive. Please follow the informational signs and directions from staff on site to help keep traffic moving safely and efficiently. Be prepared to show the following to enter the event:

* Valid driver license or identification
* Ovilla utility bill

There is no charge for electronic waste items unless they possess cathode ray tubes (CRT) like found in retro television sets or vintage computer monitors.

This is a great opportunity to declutter your home and property while helping keep Ovilla clean and environmentally responsible. ♻️

OVILLA COMPREHENSIVE PLAN TOWN HALL MEETINGS, YOUR VOICE MATTERS!
The City of Ovilla is continuing the Comprehensive Plan process, and we want your continued input as we help shape the future of our community.

As previously shared, the City received a $300,000 grant to develop a Comprehensive Plan, a long-range blueprint that will guide Ovilla’s future growth, development, infrastructure, parks, economic development, and overall community vision for years to come.

The Comprehensive Plan includes:

• Land Use, Housing, and Population Planning
• Water, Sewer, Drainage, Streets, and Thoroughfare Planning
• Updates to Zoning and Subdivision Ordinances
• Capital Improvement Planning
• Building Codes and Design Standards
• Economic Development and Downtown/Heritage Planning
• Parks, Recreation, and Open Space Planning
• Public Involvement and Community Outreach

The first Town Hall Meeting provided valuable feedback and insight from residents, and we encourage everyone to continue participating as the process moves forward.

OVILLA PARKS SURVEY
As part of the City of Ovilla’s Comprehensive Plan currently underway, the City is also developing a Parks, Recreation, and Open Space Plan. A key component of this process is meaningful citizen engagement to help ensure the City Council understands the recreational priorities, needs, and vision of the community.

The City is seeking input from residents regarding potential park improvements, recreational amenities, trails, open space opportunities, and other features citizens would like to see both now and in the future. Community feedback is essential in helping guide future park planning and investments so that Ovilla’s parks and recreational spaces reflect the desires and interests of the residents they serve.

Residents are encouraged to participate by completing the Ovilla Parks Survey at the link below or by scanning the provided QR code:

The City respectfully asks that all surveys be completed by July 3, 2026.

A sincere thank you to the Ovilla Service League for once again treating our Public Works and Administration teams to a wonderful annual luncheon. The delicious Campuzano fajitas, Porch Swing iced tea, and homemade desserts were greatly appreciated by everyone.

We are truly grateful for the continued support, kindness, and generosity the Ovilla Service League shows to our city staff each year. Acts like this reflect the strong sense of community that makes Ovilla such a special place.
