Garland's newest art installation honors The Flats, a once-thriving, free-standing African American community that helped shape the city’s cultural and social fabric.

The Flats was a vibrant neighborhood with essential community institutions, including:
-The Colored School (1936–1948), a regional education center
-A Methodist Church (1939–1964)
-Locally owned businesses such as cafés, barbershops, and grocery stores
-A close-knit residential area that remained active into the 1960s

The stunning permanent mosaic installation located near The Atrium in Downtown Garland was created by nationally recognized public artist Reginald Charles Adams. Known for blending art, education, and community storytelling, Adams brings The Flats to life in a visually compelling way.

A recognition of The Flats and dedication of the new artwork will take place Saturday, June 20, at 4:30 p.m. at The Atrium (300 N. 5th St.), ahead of that evening’s Garland Juneteenth Celebration.

The “Granville Glow Up” is about more than renovating a building, it’s about strengthening Garland’s connection to arts, culture and community.

For years, the Granville Arts Center has served as a space where people come together to experience performances, celebrate creativity, and support local arts organizations. As Garland continues to grow, creating a stronger connection between the arts center and Downtown Garland helps reinforce the role arts and culture play in the city’s identity.

Garland has a long history of supporting the arts, and having a dedicated space that brings people together while attracting visitors to the community is something truly unique. Through the “Granville Glow Up,” the goal is to create an experience that leaves audiences saying “wow."

Because arts are not only culture, they are also community, connection and business for Garland.
