Over the past week, we’ve taken time to clearly outline what it takes to serve as Putnam County Trustee — and why experience in this role matters.

Managing taxpayer dollars isn’t simple. It requires a strong foundation in accounting, a deep understanding of government financial systems, and a commitment to accuracy, transparency, and accountability.

Kelley McNeal brings that experience. As a Certified Public Accountant (CPA) and Certified Government Financial Manager (CGFM), she has the training and professional standards needed to handle public funds the right way. She spent 23 years with the Tennessee Comptroller’s Office auditing county governments, gaining firsthand knowledge of how these offices operate — what works, what doesn’t, and how to do things correctly.

For the past 8 years, she has worked with the University of Tennessee’s County Technical Assistance Service (CTAS), helping train county officials across the state in financial systems, compliance, and best practices. She also teaches in the Certified County Finance Officers (CCFO) program, working directly with those responsible for managing county finances.

This is real, hands-on experience — not theory. It’s a career built around protecting taxpayer dollars and strengthening how local government operates.

What does it take to step into this role on day one?

The Trustee’s office is too important for a long learning curve. It requires someone who already understands how the office operates and how to manage it effectively from the start.

Kelley McNeal brings that level of experience. Because of her extensive background working with Trustee offices across Tennessee, she won’t need months of on-the-job training — she can walk in on day one and immediately begin strengthening and optimizing the office.

This isn’t a role you learn as you go — it requires proven knowledge and real-world experience.
