Troy is an experienced State Representative, having served the citizens of Lake County at the city, county, and state levels. He has garnered bipartisan respect throughout Ohio as a knowledgeable voice on state and local government issues. Troy’s first significant experience serving his community was as a city councilman and council president in the City of Willowick. Following this, he was electe

d to the Ohio House of Representatives, where he served seven terms and chaired several committees, including the House Ways and Means Committee, the Education Subcommittee of the House Finance and Appropriations Committee, and the Joint House-Senate Education Oversight Committee. Troy was instrumental in passing legislation including Ohio’s Solid Waste Law, required Articulation and Course Transfer Agreements between Ohio’s institutions of higher education, the Lake Erie Phosphorus Reduction Act, in addition to rewriting Ohio’s Enterprise Zone and Tax Abatement Program. An expert in budgeting and taxation, he has received awards for his legislative work in numerous policy areas. Troy led efforts to secure over $20 million in state funding for Lakeland Community College’s Health Technologies, Student Center, Technical Education and Library buildings, as well as an additional $2 million to restore the campus’s Mooreland Mansion. He also established and funded Ohio’s first elementary Math and Science Center, benefiting Lake County’s elementary school students. Following his first tenure in the Ohio House, Rep. Troy returned to Lake County, where he served as County Commissioner for five terms. During this time, he worked twice as Governing Board President of the Northeast Ohio Area Wide Coordinating Agency (NOACA), the MPO for the Greater Cleveland area. For his work in this position, NOACA named him the 2011 Walter F. Ehrnfelt Award for Outstanding Regional Cooperation. He also served on the Board of Trustees of the County Commissioners Association of Ohio (CCAO) for 18 years, including stints as Association President in 2008 and 2018. Moreover, he was one of Ohio’s two directors on the National Association of Counties Board of Directors. Troy has lived in Lake County since he was eight years old. He is a graduate of Cleveland St. Joseph High School and the University of Dayton, earning a degree in political science. Troy has taught courses on government as a part-time faculty member at Lakeland Community College and is a 45-year building trades union member and a U.S.

Enjoyed having representatives of our local Fraternal Order of Police (from Willowick, Wickliffe and Euclid) stop by my Statehouse office on Wednesday. These meetings are extremely helpful in keeping me informed on the important matters that the Legislature needs to address in order to assist our public safety officials in protecting our communities.
